Motion from Moore and second by Throop to table discussion of minutes to a future meeting pending
further discussion on detailed minutes from staff.

2. Subject: I‐280 Trail Initial Study and Mitigated Negative Declaration
Recommended Action: Review the draft Initial Study and recommend that the Environmental Review
Committee consider a Mitigated Negative Declaration appropriate for the project.
Staff member Moran provided presentation on the I‐280 trail crossing project that would propose
construction of a 1.68‐mile shared use trail along the Junipero Serra Channel and Calabazas Creek
between North De Anza Boulevard and Vallco Parkway. The trail, formerly known as the Junipero Serra
trail, will ultimately become part of “The Loop” trail around Cupertino adopted in the 2016 Bicycle and
Pedestrian Plan, and is grant funded through Measure B.
Findings from the initial study show no evidence of significant impact of the project on the environment,
and the determination was made that the mitigated negative declaration (MND) is the appropriate
environmental document for the I‐280 trail.
Member of the public, Jennifer Griffin, suggested trail be named in memoriam after Steve Jobs, keep
existing Redwood Trees along trail, and expressed concerns about potential loitering.
Staff member Moran and Consultant Mike Campbell of MIG Inc. answered questions from the
Committee regarding slope proximity to trail, installation of guard rails at more narrower parts of the
trail, grading to even out slopes, and air quality. Construction of a sound wall, while not part of the
MND or the project, would be considered for portions of the trail to aid in noise abatement and would be
sourced through grant funding. The reconstruction schedule and impacts to trail are currently in design
review.
