CALL TO ORDER
At 8:00 a.m., Mayor Statton called the meeting to order in the Blackben'y Farm Retreat Center,
21975 San Femando Avenue.

members Don BurneR, Michael Chang, and Richard Lowenthal. Council members absent: None.

WORK SESSION
1. Goal Setting for 2000/01
Council developed the following preliminary goals:
Goal #1: Library
· Walt & see what the advisory vote says, then make a decision 3/00
· Library Commission to set up process to ensure that citizens are able to use automatic
checkout technology (Council) 3/00
· Continue to publicize library expansion topic, create dialogue, and tell people about the
advisory vote (LC)
· Attend meetings of library support groups, and continue the exchange of agendas and
minutes among library support Groups (LC)
· Continue to support and foster the library exchange projects, such as with the sister library in
Hsinchu, Taiwan (LC)
· Continue to monitor library funding efforts and other important library legislation, and keep
the communiW infom,ed (LC)

Goal #2: Trails Plan
· Stevens Creek Trail
· Feasibility study 8/00
· CEQA 12/00
· Funding Plan 12/00
· Integrate trail plan with Blackberry Farm Plan 1/01
· Begin implementation of San Tomas/Saratoga Creek Plan
· Support county-wide adoption of DeAnza Trail
· Add trails near Regnart Creek (SCVWD) to plan
Goal #3: Youth Issues
· Break ground on skateboard park 1/01
· Teen Center Implementation plan (Options include: [Library or Blue Pheasant, probably not

· Investigate a pilot youth program (Sunnyvale Lo Boulanger idea)

Goal ~4: Pursue "Downtown" Development Opportunities
· Ensure that "walkable" city concept is present in all projects

Goal ~5: Street Safety: Walkable Community
· Plan for street safety/traffic calming in Bubb/McClellan area
· Hold a community wide forum (Community Congress) to include this topic, among others
· Proceed with Portal Traffic Calming with or without petition
· Remove devices at Pacifica (gate), Torre/Stevens Creek (porkchop), I~im Street (gate)
· Develop alternate approach to getting neighborhood traffic calming approved (After
neighborhood meetings, if requested by council member, a noticed public hearing could be
held in lieu of a petition)
Goal #6: Diversity
· Highlight and show fiends in staff diversity (Report on changes on staff and commissions
over past 5 years)
· Have a Coml'nnnity Congress this year (5Cs, et al)
· Add "language-specific" pro.ams at new senior center
· Sustain 5Cs through new city manager, staff, and PDC presence and continued support
· Have the Fine Arts, Parks & Recreation, and 5Cs look at holding a multi-cultural festival
Goal #7: Economic Development
· Encourage healthy environment for retail growth
· Identify tool to revitalize retail 6/00
· Host an Economic Summit $/00
· Ask Economic Development Committee to look at transit/transportation implications of
economic development strategy
Goal #8: Policy on International/Global Participation
· Clarify city policy with various sister city/friendship cities committees and community
leaders (Council subcommittee)
· Publish city guidelines
Goal ~9: General Plnn
· Hold plan review decision (i.e comprehensive v. tune-up) until senior staff transition is

· Have a joint session with Plnnnlng Commission, Council and senior staff on land use (Target
areas: Mixed Use, Transportation, Walkability)

· Review hillside exception process (PC)
· Evaluate infill housing densities (PC)
· Review housing policy impact of traditional lot sizes v. small lot sizes (PC)
· Review FAR for multi-family (Council)
Goal #11: Public Safety
· Evaluate the impact of Home Depot (PSC)
· Continue emphasis on Neighborhood Watch and Disaster Preparedness (PSC)
· Continue work on traffic safety around schools(pSC)
· (Use Bubb/McClellan study as possible framework for city-wide use: Council)
· Look at enforcing red light violations (PSC)
· Review traffic safety for pedestrians (unfriendly crosswalks~jaywalkers (PSC)
· Review Emergency Plan (PSC)
· Review/correct traffic sign obstruction l~om trees/shrubs (PSC)
· Evaluate pros and cons of booth at art & wine festival (PSC)

Goal #12: Affordable Housing
· Keep looking for ideas and make recommendations to help people who work in Cupertino,
live in Cupertino
· Look at other communities' (San Jose) for housing assistance programs for teachers
· Pursue TCAA Teacher Program for all Cupertino Apa~hiients
· Increase the supply'of affordable units (HC)
· Promote creation of employer assisted housing (HC)
· Preserve existing stock of affordable units (HC)

· Telecommunications Commission to ensure broadband access throughout community (DSL,
etc)

· Promote the use of video and media arts in schools (TC)

Goal #14: Fine Arts
· Make specific recommendations about events'that support visual and performing arts,
including cross cultural events
· Report on proposed permanent art placert~ent policy for public and private spaces
· Evaluate a children's mural class and project at QCC (FAC)
· Outreach to other community arts organizations (FAC)
· Continue fine arts grants programs (FAC)
· Continue distinguished artist award (FAC)

Goal #16: Human Services Funding
· Commit to current funding levels with annual CPI increase
· Increase Senior Day Services to the 9% level (new base)
· Concentrate additional human services funding on affordable housing programs
