Staff member Alexander explained that the addition was within the allowed PAR
coverage for the site's R-2 zoning and that the windows in the proposal did not require
privacy screening as the neighboring sites are not R-l zoned. The proposed east
window faces a quasi public building (a church), but privacy protection is not required.
Commissioner Chen asked for clarification of the site plan to get an idea of where the
proposed addition is in relation to the existing structure and it's neighbors. Chairperson
Miller clarified existing and proposed window locations and commented that the
existing trees on the property already provided sufficient screening
