Dear City Council and Staff,
See attached CC Resolution No. 1521 - Accounts Payable for Nov. 6, 1967.
In light of the missing November 13th, 2022 Accounts Payable Report, I’d like to thank the staff for
taking the initiative to search all of 2022 and 2023 to insure no other Accounts Payables were
missing for those years.
REQUEST: Please go back and check 2018-2021. There may be more missing.
The jumbled, inconsistent presentation of the Accounts Payable Reports to Council started January
of 2018. By the end of December 2019, Accounts Payables were backed up to August 2019.
Throughout 2020, they were running about 6 months late and not in order!
On June 15, 2021, an Accounts Payable for May 11, 2020 (previous year!) was presented in amongst
the Accounts Payables for May 2021!
Currently, ALL accounts payables come to Council under their own separate CC resolution. This
means that all accounts payables can be found easily by searching the CC Resolutions for a given
year. This goes as far back as the 1960’s – probably back to when the city was incorporated. (See
attached example 1967 CC Resolution.)
NOW, the accounts payables will no longer come to Council under a CC Resolution so
they will not be easily found because Audit Committee does not do CC resolutions.
Not only will they not be brought to Council, the Audit Committee will review them
every other month because they only meet 6 times a year with 2 of those meetings not
having mandatory attendance. This means Accounts Payables will be a minimum of 2
months of records at a time (11 pages each * 8 weeks) with only one opportunity for
oversight.
This is NOT an improvement!
This is NOT transparent!
This is hiding the city’s finances hoping no one will look at them!
Q: How can the Audit Committee decide not to bring Accounts Payables to the City Council when it’s
been done this way for over 62 years? Isn’t this a Council decision?!?!?
