TBD List Addendum 2_Desk Item CITY COUNCIL STAFF REPORT ADDENDUM 2 Meeting: March 1, 2023 Subject TBD List and recommendations Recommended Action Consider revisions to the TBD items, including retaining some items, removing some items, and identifying some items as potential City Work Program Items This addendum is being provided so that Council can consider TBD items as potential City Work Program Items. Background The City Manager has maintained a list of items identified for future City Council agendas. Items on the current TBD list have been refined from the last version provided in October 2022 in the City’s Items of Interest (Attachment A). In reviewing the October list, staff found many items that could be removed, including items that are complete, tracked elsewhere, or outdated. This list with status recommendations for each item can be found in Attachment B. Items that have been incorporated into other work (CIP / Housing Element / Unhoused Work Program Item) could also be removed. As requested by the Council at the January 25, 2023, Special Meeting, the most current TBD list is as follows: When TBD Item was added by whom Subject Tentative Date Wei and Willey added on 7/7/22 Study session on Code Enforcement processes April 2023 Moore and Chao added 6/21/22 Study session to review past partnership and support for Cupertino Chamber of Commerce and discuss options of future partnership with the Chamber Including information: o Information on other cities and their relationship with Chamber March/April 2023 o What other payments are made to contracts which do not have any written agreements? o What other payments are made for evergreen contracts, which will continue without any Council approval? o What process is there to confirm an invoice contains enough information to justify the amount of the invoice? o Whether Chamber qualifies for nonprofit fees for facility rental, o What communication methods do we have with all businesses who have Cupertino business licenses? o How do we support ALL Cupertino businesses? o Liability insurance certificate from Chamber or waiver signed by staff? o I Love Cupertino contract and subscription and itemized expenses o Why IT Department did not help build the website Consider an update on Fiscal Year 2021-22 City Work Program item regarding the Blackberry Farm Golf Course Needs Assessment (originated as CIP discussion with heavy public interests) Fall 2023 Consideration of Municipal Code Amendments to the Cupertino Municipal Code, Chapter 9.22, expanding existing property maintenance requirements in accordance with California Health and Safety Code 17970.5. The City is being required to respond and address substandard housing complaints by the State of California through the approval of AB-838, which was signed into law on September 28, 2021, and is set to take effect July 1, 2022. The amendments to the Cupertino Municipal Code would provide staff the proper authorities to carry out these duties and allow the City to comply with the new mandates.
