The following items were discussed:
o Trees
o No specimen trees will be removed
o One dead oak tree will be removed. A condition of approval will be
added to state that a similar tree needs to be replanted in its place
o Creek Study
o SCVWD has reviewed the project and does not recommend opening up
the undergronnd culvert to restore it back to its original state.
o There are no objections to the proposed pathway along the creek
o Land Use
o Landscaping is consistent with the "Heart of the City" Plan
o The proposed development includes pedestrian walkways to the retail
centers, residential development, connect to existing pathways and to
the public park space
o There is a deficiency of 59 parking stalls which will need to be
addressed; Several methods of mitigation were discussed:
Reduce the number of residential nnits (by approximately 40) or
commercial space (by approximately 3000 square feet)
o Provide additional diagonal stalls along Vallco parkway
o Implement Transportation Demand Management measures
o School Impacts
o The school districts have responded to the School Impact Study report.
They acknowledged there would be an influx of students, but also
stated that they have no basis to oppose the project
o Traffic Impacts
o Several conditions of approval will be added to address concerns
regarding traffic flow and pedestrian improvements
o A minor congestion management program needs to be implemented
o Residential "cut thrus" will not be increased by the project
o Pedestrian enhancements are needed at several intersections
o An additional study of the traffic flow/impact is needed
o According to the TIA, the proposed 4-way stop controlled intersections
on Vallco Parkway are not warranted, however, the Public Works
Department now supports this mitigated measure

o The Traffic Analysis indicates signalized intersections will be
degrading, but still, improvements are needed at several intersections
o 376 parking spaces are proposed
o Rooftop elements will be placed on the South side of the building
facing away from residential neighborhood and the church
o Commercial deliveries and pick ups will be within standard hours

o Bicycle rack placement

The following items were discussed:
o Trees
o Noise
o 38 trees in the direct footprint will be removed, 5-10 more will need to
be removed as part of construction
o Existing rows of trees will act as screening ofthe structure
o The replacement trees will be planted around the structure with proper
diligence as to ensure proper drainage and root growth
o A "green screen" will be installed to soften the look ofthe structure
o Sound baffles will be part of the construction to the West and possibly
the South and North sides of the structure
o An acoustical study should be conducted after facility is in use to make
sure the decibel levels is in confonnity with the City's noise ordinance
o Additional discussion
o Architectural features should be incorporated into the design
o Lighting program will include light shielding and lowering light levels
in the late evening
o 746 parking stalls are proposed

o Trees
o 23 trees have already been removed. A condition of approval will be
added to state that this number oftrees will need to be replanted at a 2
to 1 ratio
o Air Quality
o The air quality study indicates there are no hazards to future residents
from carbon monoxide
o Standard mediation efforts will be used during construction to reduce
airborne pollutants
o Traffic
o 10 intersection were studied, 2 will need improvements
o Upgrades to allow for access to emergency vehicles is necessary
o Noise
o The noise exposure will be to the residents from the surrounding traffic
on the freeway and streets
o Mediation to reduce traffic noise includes forced mechanical
ventilation, sound proofed windows and a sound wall near the freeway
off ramp .
o A second row of trees will be planted along the west side of the site for
privacy and sound protection. There will also be a fire lane to provide
some sound protection as well
o Additional discussion
o School Impact study report
o Garbage and recycle areas
o 319 parking stalls are proposed
o open space policy/public park requirement

The following items were discussed:
o Trees
o 132 trees currently on site, 7 are scheduled to be removed, 8 more have
been identified as potentially needing to removed by the City's arborist
o A condition of approval will be added to state that these trees will need
to be replanted on a 1 to 1 ration in addition, 10 palm trees which were
part of the landscape prior to the project that are no longer on site will
need to be replaced
o Reconstruction ofthe sidewalk along Stevens Creek Boulevard to be
above existing grade to accommodate continued growth of the existing
trees
o Air Quality
o As restaurant odors are a problem, a condition of approval will be
added stating that smell abatement/air cleaning devices will need to be
installed on all new and existing restaurants
o Traffic
o A congestion management study is not required
o The mid-block crossing is not up to standard, however, a neighborhood
meeting will be held prior to moving the crosswalk
o Minor operational improvements are necessary
o Including the proposed development, the entire shopping center will be
deficient in parking spaces. To balance the parking needs, the proposed
new development area should be reduced in size and/or provide
additional parking stalls
