CALL MEETING TO ORDER
Meeting was called to order at 7:06 pm

APPROVAL OF MINUTES
1. Subject: Approve the June 7, 2023, regular meeting minutes.
Commissioner Shearin made a motion to approve the June 7, 2023, regular meeting minutes
with amendment to page 7, correcting last name Shearin.
Motion passes 4‐0.

2. Receive Fiber Optics Master Plan Presentation
Presenter: Bill Mitchell, Chief Technology Officer
Chief Technology Officer Mitchell presented the PowerPoint, on file in the Commission
records.

As part of the history, Mitchell relayed the plan was TICC sponsored, went through a
competitive selection and awarding process, leading to final publication of Plan.
During the presentation, Mitchell shared image below for illustration of City’s
Communication Infrastructure:

3. Receive Presentation on GIS Overview
Presenter: Teri Gerhardt, GIS Manager
GIS Manager Gerhardt presented PowerPoint on file in Commission records.

As part of the Presentation, Gerhardt defined the various geographic layers the city relies
on for data:
Trees
Sidewalk
Edge of pavement
Median
Stret striping
Roads
Legends
Storm drain

Signs
During the discussion, Gerhardt demonstrated public facing applications maintained by
GIS, such as Cupertino 311, the city’s service request application.
Residents can access Cupertino.org/311 to submit City service requests for:
Roadway items such as Potholes, streetlight concern, parking permit, and more.
Stormwater items such as drain obstruction, standing water, flooding, and pollution
discharge.
Public and private landscaping such as vegetation obstructing sidewalk, property
maintenance, tree removal and more.

4. Subject: Review TICC FY22‐23 Work Program
Chair Garg requested Agenda Item no. 4 be removed moving forward.
5. Subject: Receive Subcommittee Report on Cyber Security Education from
Commissioners Soundararajan and Du.
Vice Chair Soundararajan and Commissioner Du presented PowerPoint on file in
Commission records.
The presentation outlined logistics detailed below:
Event Overview:
Description: A community event aimed to provide cybersecurity education through panel
presentations and high school student science fair.
Objectives: Equip Cupertino city residents with knowledge and tools to protect against
cyber threats. Encourage students to engage in cybersecurity.
Target Audience: Cupertino city residents, with online accessibility for broader
participation.
Event Scheduled is outlined as below:
Highschool Cybersecurity Science Fair setup: Student‐led presentations showcasing
cybersecurity projects and research (9AM‐10AM)
Cybersecurity Panel Presentations: Experts discussing latest threats and preventive
measures (10AM‐11AM)
• 10AM: Mayor Hung Wei will give about 2‐3 minutes talk before the panel presentation
• 10AM‐11AM: Panel discussion
Highschool Cybersecurity Science Fair part 2: Continuation of student presentations
(11AM‐12PM)
Award Ceremony: Honoring the students who presented the most innovative and
insightful projects (12PM)
