Receive Fiber Optics Master Plan Presentation   Presenter: Bill Mitchell, Chief Technology Officer    Chief Technology Officer Mitchell presented the PowerPoint, on file in the Commission  records.     4 TICC  MEETING MINUTES July 5  CTO Mitchell outlined Agenda:     I. Q & A    As part of the history, Mitchell relayed the plan was TICC sponsored, went through a  competitive selection and awarding process, leading to final publication of Plan.    During the presentation, Mitchell shared image below for illustration of City’s  Communication Infrastructure:         Following the discussion, CTO Mitchell summarized Actions to Date:    Grant Request (Denied)  • March 2022  • $9MM – All Fiber Projects  Grant Request  • April 2023  • $2.1MM  Grant Request  • $1.8MM    The Commission asked questions. The Commission thanked CTO Mitchell for the engaging  presentation.     3. Receive Presentation on GIS Overview   Presenter: Teri Gerhardt, GIS Manager    GIS Manager Gerhardt presented PowerPoint on file in Commission records.   5 TICC  MEETING MINUTES July 5    The agenda consisted of:   GIS core functions   Applications maintained   FY2022‐23 Special Projects     As part of the Presentation, Gerhardt defined the various geographic layers the city relies  on for data:   Trees   Sidewalk    Edge of pavement   Median    Stret striping    Roads   Legends    Storm drain    Signage   Signs      During the discussion, Gerhardt demonstrated public facing applications maintained by  GIS, such as Cupertino 311, the city’s service request application.     Residents can access Cupertino.org/311 to submit City service requests for:  Roadway items such as Potholes, streetlight concern, parking permit, and more.  Stormwater items such as drain obstruction, standing water, flooding, and pollution  discharge.    Public and private landscaping such as vegetation obstructing sidewalk, property  maintenance, tree removal and more.     In summary, GIS Manager Gerhardt detailed FY23 Special Projects:     Business Process Automation   LaserFiche document repository roadmap    Capital Improvement Plan Management System    Augmented reality (AR) Tour of McClellan Ranch    Drone Program    Telematics Expansion   And more    The Commission asked questions.     The Commission thanked GIS Manager Gerhardt for the informative presentation.   6 TICC  MEETING MINUTES July 5    OLD BUSINESS  4. Receive and File Letter CITY OF CUPERTINO Printed on 7/27/2023Page 1 of 1 powered by Legistar™9 July 20, 2023  Re: Commission Updates  Dear Commissioner  I want to take this opportunity to thank you for your service to the community. As I am sure  you have realized, commissions provide a significant conduit to residents and businesses  and the information you convey is an important aspect of the community engagement that  helps the city staff and council to stay connected and shape effective policies and initiatives.   There are a few things that are in the works that will help us all work better together. I want  to take this opportunity to relate those to you. These changes will help us become more  efficient and effective, especially in the face of budget reductions.  We have transitioned all commission meetings back to an in‐person format. With the  exception of the Planning Commission, we will forego the use of televised, hybrid (Zoom  style) meetings, and meeting recordings. We will bring the Mayor’s meeting with  commissioners back to in person as well.  We do find that the in‐person format allows for  productive meetings that increases commissioner interaction and are excited to be able to  get back together.  Looking forward towards the rest of the year, we have plans to roll out an updated version  of our Commissioner’s Handbook.  This will help new and established commissioners alike  to understand meeting formats, roles and responsibilities, and nuances of our commission  processes.  We will also accompany this handbook with training for both staff liaisons and  commissioners to ensure we have consistency across commissions and an opportunity to  ask questions.  Thank you again for your service. Please continue to work through your Commission  liaison to share any questions or thoughts you might have.   Sincerely,  Matt Morley  Assistant City Manager  ATTACHMENT A 10 CITY OF CUPERTINO Agenda Item 23-12446 Agenda Date: 8/2/2023 Agenda #: 3.
