I have located the following website which has définition for “local agency”: https://firstamendmentcoalition.org/2009/06/what-constitutes-a-local-agency/ “The term “local agency” is defined at Government Code section 6252. A local agency is “a county; city, whether general law or chartered; city and county; school district; municipal corporation; district; political subdivision; or any board, commission or agency thereof…” Cal Govt Code Section 6252(a). “‘State agency’ means every state office, officer, department, division, bureau, board, and commission or other state body or agency…” Cal Govt Code Section 6252(f). The term “local agency” also includes any entities that qualify as “legislative bodies” under subdivisions (c) and (d) of section 54952 of the Government Code.” The JPA Agreement allows for non-city local agencies, these apparently would include Santa Clara County, various school boards, water district, sewer district, and “political subdivisions.” Perhaps hospital districts, community college districts, and others would be included. Please provide a complete list of all of the types of Associate Members that fit the definition. Pleaser specifically State what kinds of “political subdivisions” qualify. Please also state what rights to access the JPA leadership these organizations would have and the change this may or may not be making from the existing agreement and By-Laws.
