Recommended Action

Q1: On PDF 71 there is a $4,500 payment to Gonsalves and Sons, however I could not
locate the Exhibit A Scope of Work in the amended contract:

I ask because they were originally hired to support the Legislative Review Committee
which this council abolished. The first amendment also references but does not include

The original Scope of Work is inconsistent with the work actually being performed now
and we pay more each month than we originally did. Where are all of the reports we are
supposed to have received? I really found them helpful. (Councilmember Moore)
Staff response: The Treasurer’s obligation under Resolution No. 5939 is limited to determining
whether moneys are due and owed by the City and does not involve a review of the scope of work in
City contracts. For informational purposes, the agreement with Gonsalves and Sons was amended
in December 2022. At the time the Legislative Review Committee (LRC) was still in place and the
scope of work was not revised. The amendment is set to expire in December 2023. The scope of
work will be amended to reflect the shift in our approach to track bills. After Council established a
new legislative policy that requires full Council consideration of City positions on proposed
legislation earlier this year, Staff now regularly updates the Legislative Activity webpage with a
“Bill Watch List” here. This webpage also links to information regarding past LRC activities.
Q2: What’s “Assistant Planner Staffing Services”? (Mayor Wei)
Staff response: M‐Group provides one Assistant level planner to offset the vacancies that exist in
the Planning Division.
