The November 7, 2023 City Council Meeting Item 4 is the meeting minutes for the October 17, 2023
City Council Meeting.
The Original Motion for Item 7 of these minutes, by Mayor Wei was not included.
Vice Mayor Mohan seconded the Original Motion with a friendly amendment adding to ‘pursue
potential partnerships with Sand Hill Properties and other developers…” which was accepted by
Mayor Wei. For transparency, since about 20 minutes passed before this motion was withdrawn by
Mayor Wei, and that the withdrawn motion under most circumstances need not be included in the
meeting minutes, it should be mentioned that this is the amended Original Motion:
Mayor Wei’s amended Original Motion, seconded by VM Mohan:
“Motion:
Direct staff to pursue conceptual development with viable financing strategies for the City
Hall, including new City Hall and/or renovation of existing City Hall, while preserving access
to publicly owned rereational facilities including the Sports Center. Also instruct City staff to
research and bring to the public and City Council the following:
1. Examples of successful Public Private Partnership projects for reference.
2. Pursue potential partnership with Sand Hill Properties and other developers per
recommendation from Mr. Edward Hirshfield with Mr. Hirshfield’s introduction
and connection.”
The minutes indicate two Substitute Motions which failed and does not reflect what happened to
the above Original Motion. As stated above, I understand that withdrawn motions are generally not
included in the meeting minutes, but there are circumstances where they may be.
The Original Motion was withdrawn at 27:49 after several minutes of discussion including where I
object to having an individual developer identified (to develop city owned property) in the Original
Motion. I think it is fairer to the public to be aware to have a better understanding of the
progression of this motion. It is my preference that the Original Motion be included due to its
significance, along with mention of its withdrawal.
