NOTICE IS HEREBY GIVEN that a special meeting of the Cupertino Technology,
Information, and Communications Commission is hereby called for Monday, October 30,

1. Subject: Approve the August 2, 2023, regular meeting minutes.
Commissioner Shearin made a motion to approve the August 2, 2023, regular meeting
minutes. Commissioner Du seconded the Motion.
Motion passes 2‐0‐1, with Chair Garg abstaining.
Commissioner Mohanty arrived after the motion.

OLD BUSINESS
2. Subject: Receive Subcommittee Report on Cyber Security Education from
Commissioners Soundararajan and Du.
Commissioner Du had the following updates:
20 registrations received on Eventbrite.
Commission Admin Marilyn Pavlov distributed flyers at various locations in the
City.
Vice Chair Soundararajan attended the Teen Commission regular meeting and
made a presentation about Student Cyber Fair

After the updates, a Budget and logistics discussion ensued:
General flyer to be updated with new timeline and sent to all commissioners;
staff will update website.
Prizes will range 1st Prize: $200 (1), 2nd Prize: $100 (2), 3rd Prize: $50 (2), for a total $500

NEW BUSINESS
1. Subject: Cybersecurity Public Education 2023 event
Mayor Wei gave opening remarks.
Vice Chair Soundararajan introduced Commissioners in the audience.
Assistant to the City Manager Tom Chin began introductions of the Panel discussion.
Dr. May Wang is the CTO of the Internet of Things (IoT) at Palo Alto Networks, a multinational
cybersecurity company. She co-founded Zingbox, acquired by Palo Alto Networks in 2019 for its AI-based
IoT security solutions. Dr. Wang also serves on the board of directors for Cepton, a public autonomous
driving company. Dr. Wang received her Ph.D. in Electrical Engineering from Stanford University.
Ramesh Nampally is the Senior Director of cloud infrastructure and platform engineering at Palo Alto
Networks, a leader in cybersecurity company.

TICC MEETING MINUTES September 16
Erin West has a passion for assisting victims and has served as a Deputy District Attorney in Santa Clara
County, California for 25 years. She has worked for the past 8 years with the REACT high tech task force,
nationally known for its arrests and prosecutions of SIM-swapping and recovery of cryptocurrency to
victims of pig butchering scams. Ms. West leads the Crypto Coalition, a group of more than 1000 local,
state, federal and international law enforcement agents who specialize in cryptocurrency investigation.
Tommy Yu is the Infrastructure Manager for the City of Cupertino and an 18-year veteran in municipal
government IT operations. He received his master’s in computer information systems from Boston
University and holds multiple certifications from Microsoft, the Project Management Institute, and the
Computing Technology Industry Association. He is also a recent graduate of the Certified Government
Chief Information Officer (CGCIO) program from Rutgers University. In addition, Tommy serves as the
Northern Chapter President of the Municipal Information Systems Association of California.
Infrastructure Manager Yu provided presentation overview covering cybersecurity threats,
phishing E‐mail examples, and password tips.
The Panel discussion ensued, with members of the Public asking questions.
After the Panel Discussion concluded, the Cybersecurity Science Fair begun.
The following five Cupertino High School student teams showcased their innovative ideas
on educating the public about cybersecurity awareness. Students presented their
cybersecurity project proposals to the Panel and were awarded prizes. The panelists along
with TIC Commissioner Shearin, acted as judges for the event.

TICC MEETING MINUTES September 16
The Cybersecurity event was well attended, with over 60 people in attendance. In
attendance were Mayor Wei, and Councilmembers Moore and Chao.
Anyone can fall victim to cybercrimes, and the City hopes this panel discussion and cyber
fair will inform and educate community members, so they can avoid becoming a victim.

Cybersecurity Public Education was a work program proposal submitted by TICC, with

CuperƟno Municipal Code (CMC) SecƟon 2.74.040 sets regular TICC meeƟngs at least once every three
months. Special meeƟngs that are held outside of the regular meeƟng day and Ɵme may be called at any
Ɵme by the Chair or three members. The proposed meeƟng calendar sets the remaining regular TICC
meeƟng dates through December 31, 2023 and the calendar year 2024. The meeƟng calendar follows
the first Wednesday of every third month beginning at 7:00 PM.
