Environmental Impact:
The California Environmental Quality Act (CEQA) does not apply since the City Council's action,
consideration and authorization of formal applications, is not a project as defined by CEQA. However,
project level environmental review will be conducted for the projects that are authorized to move forward
with applications for General Plan Amendments.
