CITY COUNCIL STAFF REPORT
SUPPLEMENTAL 1
Meeting: February 21, 2024
Agenda Item #8
Subject
Potential November 2024 Revenue Tax Measure Opinion Research
Recommended Action
Forego opinion polling and additional efforts at a November 2024 revenue-generating ballot
initiative
Background:
Staff’s responses to questions received from councilmembers are shown in italics.
Q1: If the County puts a ballot measure to increase sales tax, what does that mean for
Cupertino? Do we lose the remaining percentage that could have gone to the city? As a
result, a higher percentage of Cupertino’s sales tax would go to the County than other
cities? https://sanjosespotlight.com/shadow-poll-tests-new-sales-tax-in-santa-clara-

Staff Response: If the County were to pass a sales tax measure that would take up the renaming
.25% transaction use tax (TUT), the City could lose the ability to pass its own sales tax measure.
The County would then retain the additional revenue. As stated in the original Revenue Tax
Measures Report..”... there is a potential for the County or a regional agency to propose a ballot
measure that would take up the remaining 0.25% TUT capacity.”
