CIP Study Session - Bollinger Road Corridor Design

4. Note the curb cut on Bollinger, and the red painted curb (l believe the curb cut was
to make the right turn onto Alderbrook (from Bollinger) less harsh - and that is
helpful,
5. But often times, there is an oversized vehicle parked legally in the curb cut which
makes clear visibility extremely hard,
6. So then you have to go wayyyyyy out in order to have a safe line of sight, which
means left hand turners from Bollinger onto Alderbrook have to turn very wide,
again creating a less-than-safe maneuver.
I encourage the City Council this evening to include the Bollinger Road Corridor Design in the
CIP budget this year. There is a need for safety here, as well as traffic management. If we don't
include this item in the CIP then we lose the eighty (80) percent match we have been granted.
That match means for the 5106K the city spends towards this study they'll get and additional
9400 K in benefit. I would give my eyetooth for a 1:4 return on investment.
And besides - who doesn't like a sale? Please do right for us neighbors and contract the study
of possible changes to improve pedestrian, cyclist and driver safety. '

Dear Mayor Mohan, Councilmembers and City Manager Wu,
Please support the Bollinger Road traffic study and design work.
I am an active member in the middle school (CUSD) and high school (FUHSD) community.
Recently Cupertino has done an amazing job with projects aimed at improving the roads to accommodate for
bicycles and pedestrians.
Being on the SR2S work group, I am able to see many of these positive improvements.
Some community members have raised concerns about Bollinger Road. This CIP item doesn't approve construction,
but only funds a portion of a traffic study and explores designs that could improve resident safety. Eighty percent of
the study is even paid for through a grant, so we are really leveraging our city funds.
This CIP item is about safety, though, and not just traffic throughput. There have been two fatalities on Bollinger
Avenue in the past few years, and collisions and near-misses. This analysis and design will positively impact the
safety of all our residents, many of whom are children going to school at Hyde Middle, Cupertino High, and
Lynbrook High.
Our budget can go farther and still meet our goals of improved safety for our residents. Please let this remain on the
CIP list for this coming year.

Another consideration for you to support Alternative B is that the Rise project(previously Vallco) will definitely
increase the traffic on Bollinger Road. Please make sure that the roads close to the Rise project will be able to
accommodate At Least double the number of current drivers in the near future. Otherwise few people will want to
live in the Rise or near Bollinger road if it’s even more congested.

Bollinger Road has already been a busy road with a lot of cars, especially during commute time. The traffic caused

My letter was published 3/17/2024 in the San Jose Mercury News. I want to share it with
those who may not have seen the paper this past Sunday.
LETTERS TO THE EDITOR
Development must take steps to protect birds
Re: “City OKs new neighborhood plan at site of old mall”
(Page B1, Feb. 22).
Although I support The Rise project because of its promise of
affordable housing, I am very disappointed that it does not
include environmental protections for dark sky or bird-safe
building design.
Studies have shown millions of birds die each year from
colliding with glass. Millions more are harmed because their
night migration is disrupted by city lights. Cupertino is located
on the Pacific Flyway. Birds like the yellow-crowned sparrow
migrate 3,000 miles to spend the winter here.
The Rise will introduce glass and lighting in very tall
buildings. Due to state law, The Rise is not required to comply
with Cupertino’s Bird Safety and Dark Sky ordinance.
However, The Rise can voluntarily avoid elements that are
hazardous to birds or incorporate protective measures if such
elements are included in the plan. The Rise should do exactly
that.

I can’t believe that you are considering reducing Bollinger Rd from 4 lanes to 2
lanes. Bollinger Rd is a very busy street connecting De Anza Blvd. and Lawrence
ExpressWay. It’s always busy almost all day long. Residents in West San Jose and
Cupertino rely on Bollinger Rd to commute and drive/pick up kids at schools such as
Lynbrook High, Cupertino High, Miller Middle High, Hyde Middle High, Dilworth
Elementary School ,Portal Elementary School, and several private pre-schools.
Have you seen the heavy traffic on Bollinger Rd. while parents drive kids to school in
the morning and pick them up after school in the afternoon, especially in the section
in front Hyde Middle School. The lane in front of Hyde Middle School is always
blocked because both the only car entrance and exit for Hyde Middle School
are on Bollinger Rd. If you reduce Bollinger Rd to only one lane in each direction,
cars will have no way to come out of Hyde Middle School and the rest of cars
can not enter the school. The traffic will be assured to be jammed during those
hours.
Please Delay the funds allocation to the Bollinger Road Corridor Design, not only because of
our strong concerns about the predictable traffic jams, but also because of the Financial
inefficiency of Cupertino City. Bollinger Rd. has an existing bike lane, so Cupertino
City has no need to waste additional funds on extending the bike lanes and reducing
the car lanes currently.
Please put my comments into the public record. Your reconsideration will be truly
appreciated.

Dear Mayor Sheila and honorable council members,
I implore you to please REJECT and DO NOT APPROVE the Bollinger Road traffic study and design work.
(Agenda item 1 on 03/19/24 city council meeting). Please also DO NOT approve any other bike lane spend at this
time such as DeAnza, McClellan, Steven’s Creek Blvd.
There are 70k+ residents in Cupertino and vast majority of them use autos to get around. Please do NOT disrupt this
critical East-west corridor connecting DeAnza to Lawrence and beyond and vice versa. Please do NOT approve the
study to explore elimination of one lane each direction. Please REJECT agenda item 1.
At this time of budget deficit I beseech you to kindly prioritize any and all spend to maximize the number of
residents benefitted. How many bicyclists do you have compared to residents using autos. How many residents drive
on Bollinger compared to bicyclists. Why do you need to eliminate lanes when you can encourage and identify
alternate roads with less traffic for sections of bike lane connectivity.
An inordinate amount of city funds have been spent on bike lane projects. You would think public works capital
projects are largely only bike lane projects. This project has never come before city council before for agenda item
discussion and public input at council. The very first time it is on agenda it seeks funding approval for the study.
This project is even marked low priority by public works. Why does this make the cut if low priority. Please
REJECT this agenda item 1.
I understand that part of the funding is intended to be covered via grant money. I ask that you kindly REJECT this
and do not proceed with the Bollinger Rd project. We do not want the grant money going towards causing massive
inconvenience to residents. Please apply available grants for pedestrian safety instead such as beacon activated
pedestrian crossings, new pedestrian crossings.
You can be sure that my family voters will be aware of this issue on November elections and will be carefully
watching how November election candidate Hung Wei will vote on this issue as well as Kitty Moore assuming they
are seeking public office for their roles again. We will vote on this issue as well as other issues that demonstrate
council members alignment with common sense and average residents needs or their leaning towards small and
niche groups that may have valid needs but simply is not pragmatic in such cases to disrupt roads like Bollinger.
While on the topic I also urge you to cancel the remaining spend on Steven’s Creek, DeAnza, McClellan Rd bike
lane spend. Enough has been spent on bike lanes. It’s time to spend on the rest of us residents.
Thank you for keeping the average resident in mind and the maximum impact of every dollar spent including grant
fund dollars.
Hoping to see you vote to NOT APPROVE agenda item 1 or any bike lane project today at the council meeting.

Dear Cupertino City Council,
As a West SJ resident, I use Bollinger Road every day to commute and do shopping at nearby
Home Depot, Walgreens and Safeway.
It will be a disaster if you reduce the car lanes on Bollinger. This road has no median lane for
the left turn onto Alderbrook Lane or Lance Lane so we do need two car lanes for other cars to
pass around those left turn cars.
Traffic is not light during day time. VTA Route 25 makes frequent stops on this road. It has a
bike lane already but there are very few people riding bicycles on Bollinger Road as I have
watched each day.
Please leave Bollinger alone for residents' convenience and use your money on other more
meaningful projects.

Safety first!
My husband and I have raised two children now 29 and 26 years old who attended Lincoln Elementary school.
Bollinger Road was our travel path to bike to school. After a near-miss accident I decided it was no longer safe for
them to ride their bikes to school. We lived far enough away that walking was not practical (~40+ min walk) and
so I drive them to and from school every day.
The recent separated bike paths have been a great improvement that I wish would have been there when my children
were of the age to be able to ride their bikes to school. I urge you not to stop efforts to continue making Bollinger
Road safe for bicyclists, especially students who could be riding their bikes to school every day versus needing to be
driven in cars.

turn Bollinger into a single lane.
Please be wise that not many people bike on that road, traffic is already heavy on that road. It would
be a traffic disaster if you turn Bollinger a single lane.
We voted you to become city council is to trust you to do good things for us, not making our life
more difficult in this city.

Respected Mayor Mohan, Vice-Mayor Fruen, and Councilmembers,
As a former resident of Cupertino who directly lived near the Bollinger/Miller intersection for a
decade, I urge you today to support the Bollinger Road traffic study and design work.
There have been many safety issues on Bollinger, including two deaths and many near-misses. It is a
small amount to spend on an important topic which impacts the safety of all our residents, many of
whom are children going to school at Hyde Middle, Cupertino High, and Lynbrook High. Getting
out onto Bollinger for residents living nearby is was always difficult.
Some community members, many not from Cupertino, have raised fears that traffic throughput will
change. This CIP item doesn't approve construction, but only funds a portion of a traffic study and
explores designs that could improve resident safety. Eighty percent of the study is even paid for
through a grant, so we are really leveraging our city funds.
This is a great way to make our budget go farther and still meet our goals. I encourage you to let this
remain on the CIP list.

I can’t believe that you are considering reducing Bollinger Rd from 4 lanes to 2
lanes. Bollinger Rd is a very busy street connecting De Anza Blvd. and Lawrence
ExpressWay. It’s always busy almost all day long. Residents in West San Jose and
Cupertino rely on Bollinger Rd to commute and drive/pick up kids at schools such as
Lynbrook High, Cupertino High, Miller Middle High, Hyde Middle High, Dilworth
Elementary School ,Portal Elementary School, and several private pre-schools.
Have you seen the heavy traffic on Bollinger Rd. while parents drive kids to school in
the morning and pick them up after school in the afternoon, especially in the section
in front Hyde Middle School. The lane in front of Hyde Middle School is always
blocked because both the only car entrance and exit for Hyde Middle School
are on Bollinger Rd. If you reduce Bollinger Rd to only one lane in each direction,
cars will have no way to come out of Hyde Middle School and the rest of cars
can not enter the school. The traffic will be assured to be jammed during those
hours.
Please Delay the funds allocation to the Bollinger Road Corridor Design, not only because of
our strong concerns about the predictable traffic jams, but also because of the Financial
inefficiency of Cupertino City. Bollinger Rd. has an existing bike lane, so Cupertino
City has no need to waste additional funds on extending the bike lanes and reducing
the car lanes currently.
Please put my comments into the public record. Your reconsideration will be truly
appreciated.

Please keep the existing 4 lanes on Bollinger road. There is already a backup of traffic on
both directions during peak hours, reducing the lanes to 1 on each direction will increase the
traffic more on Bollinger from DeAnza to Lawrence.

I am writing as a concerned resident living within 1 mile of Bollinger Road to express
my strong objections to the recent proposal for lane reduction from four to two. While
I understand that some cycling groups support this change, I believe it's crucial to
carefully consider the potential negative consequences for our entire community.
My primary concerns are as follows:
Severe Traffic Congestion: Bollinger Road already experiences significant
traffic volume during peak hours. Reducing the number of lanes would likely
lead to severe congestion, impacting travel times for residents, commuters, and
emergency response vehicles alike.
Compromised Safety: Congestion is directly linked to increased driver
frustration, potentially leading to reckless driving behaviors. This poses a
heightened safety risk for everyone using Bollinger Road, especially vulnerable

unclear whether the proposed cycle lanes can be adequately separated to
