For more information, visit cupertino.gov/legislation Three-Step Approach 2024 Legislative Update •2,295 new bills •Trends •Public Safety •Climate •Housing •State Budget •Leadership/Electoral Changes 2024 Legislative Deadlines February 16 Last day for bills to be introduced May 17 Last day for fiscal committees to meet May 24 Last day for each house to pass bills introduced in that house June 15 Budget Bill must be passed by midnight. June 27 Last day for a legislative measure to qualify for the Nov. 5 General Election ballot August 5 Legislature reconvenes from Summer Recess. August 31 Last day for each house to pass bills. Final Recess begins upon adjournment. Bills go to Governor. September 30 Last day for Governor to sign or veto bills. 1.Affordable Housing Bay Area Affordable Housing Measure (BAHFA) 2.Public Safety AB 1779 (Irwin) 3.Environmental/Climate SB 1143 (Allen) Bills of Interest Bay Area Affordable Housing Measure (BAHFA) Summary Regional bond measure aiming to generate $10-$20B for affordable housing in the Bay Area. Potential Impact If approved, Santa Clara County’s allocation is estimated as follows: •$1.2B if bond is $10B •$2.4B if bond is $20B Staff Recommendation: Support AB 1779 (Irwin) Theft/Jurisdiction Summary This bill would remove the jurisdictional limitations for theft offenses that occur throughout several counties. Potential Impact In Cupertino, retail stores have experienced retail theft crimes. This would hold offenders accountable through a streamlined regional effort. Staff Recommendation: Support SB 1143 (Allen) Waste Management Summary This bill would establish an extended producer responsibility program for California’s HHW collection and management system. Potential Impact This bill could bring in direct funds to offset the future costs for the City to continue participating in County’s HHW program.
