Dear City Council, REQUEST: PULL ITEM CONSENT ITEM 9 – regarding the agreement with the City of San Jose for animal management services. REASON: The Staff Report says this contract will automatically increase by 4% every year! This is compounded regardless of inflation or actual cost of services! Questions need to be asked and answered! Why is staff willing to automatically accept increases of 4% per year compounded annually through 2033 without any review or discussion of actual costs, other providers, if services have been acceptable, etc.? There is a reason contracts are reviewed by Council! There is a reason contracts are on the agenda – for the public to provide input! PLEASE pull this item and discuss it! PLEASE do not authorize the City Manager to approve extensions. The budget discussions contain so much information that many items go undiscussed and they are buried in hundreds of pages of material. This needs to be approved by Council – each and every extension! It needs to be agendized so it has it’s own time slot to be discussed – not in budget discussions! Dear City Council, REQUEST: PULL ITEM CONSENT ITEM 9 – regarding the agreement with the City of San Jose for animal management services. REASON: Remove “Recommended Action #2”. There is a reason contracts are reviewed by Council! Who will determine if “services remain acceptable” without allowing the public an opportunity to provide input? Who will decide which services can or cannot be eliminated as part of this contract if the public is eliminated? Many contracts now happen to just come in under the required amount to avoid bringing them to Council for review and approval. This contract with the City of San Jose needs to come to Council each time! PULL CONSENT ITEM 9 and reject Recommended Action #2. Stop eliminating the public’s ability to provide input!
