Dear Council, Mayor Mohan and Manager Wu, Cc: City Clerk I look forward to staff and council considering input on the hybrid remote comment enablement for commission meetings. At a minimum please enable hybrid meetings for parks and rec, audit committee and public safety commission. Public must be able to offer remote public comment. A webcast is not the same as a hybrid meeting. A webcast does not permit resident engagement via public comments. Hybrid meetings affirm your commitment to community engagement. Parks and rec used to accept remote public comment but no longer does. I urge you to resume hybrid meetings at the earliest for at least parks and rec and also audit committee, public safety commission. Thank you. Fruen, and Councilmembers Liang Chao, Kitty Moore and Hung Wei, city manager and staff I'd like to commend city staff for their implementation of live streaming and archiving of commission meetings. Post Zoom meetings with commissioners meeting in-person has been challenging for communication with the public. The livestream and archiving is cost-effective, requiring the most reasonable amount of staff time commitment. My experience as commissioner was that only a small handful of residents appear live for commission meetings, either in-person or on Zoom. There were fewer than 10 in the 8 years I served on the library commission. Those of us who speak frequently know that in-person is always more effective, and emails are another option. The real value is the livestreaming and the archiving of meetings, since the minutes do not reflect what actually happens in meetings. Many of us have conflicts with other community meetings so can't attend synchronously either in person or Zoom., I would still like to have DRAFT minutes posted within 2-3 days of meetings because it can be difficult to hear the actual votes. I have some suggestions for improving the recordings: * Can closed captions be turned on? This feature is important for older adults and the hearing impaired. YouTube has this invaluable feature, but I didn't see the option on the city website. * It would be helpful to have the chair recognize individual commissioners by name when they speak - it can be hard to distinguish voices with the fixed microphone. * Commissioners should be encouraged to articulate clearly, with fast speakers slowing down and soft-spoken speakers speaking more loudly. I could not understand some of the commissioners. Closed captioning might pick up the voices sufficiently. * Please post all presentation materials on the website. I encourage commissioners and staff to review the recordings to improve the recordings. I have been frustrated by the lack of recording of commission meetings and welcome this response to improve public participation.. Thank you for your responsiveness to the community.
