The title of this agenda item is not very self-explanatory. For transparency sake, it would be nice to have better titles. The title should have reflected the sweeping changes made for various uses. It should have said something like "change the approval body from the Planning Commission to Staff for a number of uses" or some such. Especially because of our budget woes, residents need to have more transparency, not less. These types of decisions should not be made during daytime in a staff meeting when residents do not have a say. Residents are VERY CONCERNED about the REDUCTION of TRANSPARENCY. Let's not make it worse. No external changes are proposed to the building, including to the existing entrance. Noise levels are limited to what is allowed in the CIVIC 10 48.040. The public is limited to entering and exiting the building from the front entrance, facing towards the parking lot. Sales tax receipts for specific businesses are typically not available for public consumption. However, the Kiddleton operators can answer the question of retail sales onsite at the hearing tomorrow. With use permits, the Planning Commission has discretion to limit operations of a business. Hi Gian, I just read your Staff Report regarding the upcoming Planning Commission's ITEM2 —Arcade at the Marketplace and have some questions: Noise — the previous business was the Okaigan Dojo martial arts which is typically a very quiet business. Typically gaming machines make a lot of noise to attract players. The picture shows an open venue with no doors at all. Q1: Will this place have doors or an open front like the picture? Q2: If it has doors, will they be required to be closed or leave them open to attract kids? Q3: What's the allowed noise level? Hours —just confirming... The Business Plan says the hours will be Sunday -Saturday 11 am-8pm Q4: Are these the hours? Q5: Can the use permit list these hours as condition of use? Revenue - Sales Tax/income to the city Q4: Did the martial arts business bring in sales tax or income to the city? If so, how much? Q5: Will this business bring in sales tax or income to the city?
