I have resided at 10281 Torre Avenue, Unit 818, for almost 17 years. I totally agree with the comments
of my neighbor, Stephen Hseih, regarding the pedestrian safety issues at the two Torre Avenue
crosswalks.
In addition to his two recommendations, I would like the City of Cupertino to take these steps:
•Install speed bumps on the north and south sides of these crosswalks
•Remove all plants and shrubs that currently obscure the vision of motorists in
seeing pedestrians waiting to cross Torre Avenue at the two crosswalks.
Thank you for your attention to this urgent safety issue.

Subject: Urgent Request for Safety Improvements at Torre Avenue Crosswalk
Dear City of Cupertino Management,
There are numerous crossing indicator lights installed throughout Cupertino, including on quiet,
desolate streets where pedestrian traffic is minimal. However, the heavily trafficked crosswalk
on Torre Avenue—where pedestrian safety is a serious concern—remains without the essential
flashing lights. This blatant neglect not only endangers pedestrians but also puts drivers at risk,
creating a dangerous situation that the city continues to ignore despite repeated requests for
action.
Take a look at this video from 1/6/25, where a person dressed entirely in dark clothing suddenly
attempts to cross the crosswalk and is nearly hit by a car. If flashing lights had been installed, this
would never have happened. It is a clear example of how the lack of flashing signals leads to
preventable danger. Please note that the camera has a very low-light sensor, so the actual
conditions were much darker than they appear in the footage.

The residents of the Torre Avenue neighborhood demand that the city take immediate action
and implement the following changes to the crosswalk:
1. Install pedestrian crossing indicators with flashing lights to ensure the safety of both
pedestrians and drivers, as this is a high-traffic area that requires urgent attention.
2. Add physical barriers to prevent illegal U-turns and cars stopping on the crosswalk, which
obstruct pedestrian movement and create unnecessary hazards.
These measures are not optional; they are essential to protecting the safety of everyone in the
community. The city must act now to address this critical issue.
