P&R 01-23-2025 (Special) CITY OF CUPERTINO PARKS AND RECREATION COMMISSION 10185 N Stelling Rd, Quinlan Conference Room Thursday, January 23, 2025 7:00 PM SPECIAL MEETING APPROVED MINUTES CALL TO ORDER Chair Shearin called the Parks and Recreation Commission special meeting to order at 7:00 p.m. in the Quinlan Community Center Conference Room, 10185 N Stelling Rd. ROLL CALL Commissioners present: Jennifer Shearin, Hemant Buch, Seema Swamy, Carol Stanek, Claudio Bono Commissioners absent: None Staff present: Jenny Koverman, Jessica Javier, Alex Corbalis Guest speakers: None CEREMONIAL MATTERS AND PRESENTATIONS 1. Subject: Parks and Recreation Department Sports and Fitness Division Recommended Action: Receive a presentation on the Parks and Recreation Department Sports and Fitness Division. Jenny Koverman, Recreation Manager, introduced Alex Corbalis, Recreation Coordinator, to present on the item. Presented on youth and adults sports and fitness, and sports center participation. Commissioner Bono requested clarification on the participant demographics. Recreation Coordinator Corbalis clarified that participation includes residents and non-residents, and that non-residents pay 20% more than residents for any registration-based classes. Commissioner Bono requested clarification on whether there are more residents or non- residents participating overall. Recreation Manager Koverman clarified that the Sports Center [membership] is an estimated 57% residents and 43% non-residents. Recreation Coordinator Corbalis added that it is generally majority residents [in classes]. Commissioner Bono requested clarification on whether or not the City anticipates an increase in revenue and demand given the growing number of participants. Recreation Coordinator Corbalis clarified that they always try to get more people involved, but there are many factors that can affect the growing participation. Added that a popular instructor could move away causing a decrease in enrollment for a class or other issues with contracts. Recreation Manager Koverman commented that the Sports Center has increased their membership by an estimated 250 members, and demand for personal training has greatly increased. Added that they have hired two more personal trainers, and plan to create small group personal training and private classes to help increase revenue. Vice Chair Buch requested clarification on how the City protects themselves from the various coaches and contractors who may be soliciting private lessons outside of their contractual programs. Recreation Coordinator Corbalis clarified that the instructors are not soliciting additional business within the City’s classes, however, if a student really likes a specific instructor, they could seek out information on their own for other offerings in surrounding cities where they teach additional classes. Recreation Manager Koverman added that private personal training is for members only. Commissioner Swamy requested clarification on how instructors are paid. Recreation Coordinator Corbalis clarified that there are two types of contracts – hourly and percentage-based. Clarified that hourly contractors are majority fitness instructors who are paid an hourly rate per class, regardless of enrollment, resulting in larger revenue for the City with more people in the class. Clarified that the percentage-based contractors are making more revenue with more enrollment but are generally larger contractors that manage multiple instructors within that organization. Commissioner Swamy requested clarification on whether or not the City decides if a contractor is paid hourly or percentage-based. Recreation Coordinator Corbalis clarified that it is usually a conversation prior to bringing the contractor onboard. Commissioner Swamy requested clarification on the range of contractor payments. Recreation Coordinator Corbalis clarified that for percentage-based, the general range for most contractors is between 60 and 65%, and hourly varies greatly depending on what they are teaching and the various certifications. Commissioner Stanek requested clarification on satisfaction surveys. Recreation Manager Koverman clarified that for the Sports Center, they do spot checks for the various fitness classes and Lifetime Fitness conducts surveys for their own programming. Added that similar to previous years, the department as a whole will be getting back to doing program surveys more often. Commissioner Stanek recommended that the comparison numbers be included on the actual presentation slides next time. Chair Shearin requested clarification on the comparison between the current numbers and pre-COVID. Recreation Manager Koverman estimated that the current numbers are likely less than pre-COVID. Added that Quinlan Community Center used to be open later and on weekends, and it has taken them a while to build back up the gymnastics program as the former contractor left just before COVID. Added that personal training has since increased and [Sports Center] membership is roughly the same. Chair Shearin requested clarification on whether or not they are nearing capacity for classes. Recreation Coordinator Corbalis clarified it depends on how you are looking at capacity. Added that when looking at a calendar of room availability there are more time blocks available for class offerings, however, that does not necessarily mean that community members are available during those times. APPROVAL OF MINUTES 2. Subject: November 7, 2024 Parks and Recreation Commission Meeting Minutes Recommended Action: Review and approve the November 7, 2024 Parks and Recreation Commission meeting minutes. Commissioner Swamy requested to update the following excerpt in the minutes: Commissioner Swamy requested clarification on whether or not the City is looking at photovoltaic (PV) as a key benefit for income generation. Commissioner Swamy requested the excerpt be updated to: Commissioner Swamy accepted the value offered for the generation of energy for the requirements of Cupertino and was referencing for the extra energy generation as to what the benefit was [and] was it finally economic for income generation. Commissioner Swamy sees the value offered for the requirements for Cupertino. Commissioner Bono motioned to approve the November 7, 2024 Parks and Recreation Commission meeting minutes as amended. Commissioner Swamy seconded. Motion carried unanimously. ORAL COMMUNICATIONS None WRITTEN COMMUNICATIONS None NEW BUSINESS 3. Subject: Future Agenda Items Requested by Commissioners Recommended Action: Review the future agenda items and modify as recommended in the staff report. Recreation Manager Koverman reviewed the staff report. Commissioner Stanek recommended that future agenda items be removed following completed presentations. Recreation Manager Koverman added that it could be something the new Commission can decide. Chair Shearin disagreed and added that if two Commissioners agreed to place an item on the future agenda setting list and feel that the item was not fully covered in the presentation, they should be able to leave it on the list. Commissioner Stanek clarified that she recommends having that discussion on the day of the presentation, so it is top of mind. Commissioner Swamy motioned to modify the future agenda setting list as recommended in the staff report. Commissioner Bono seconded. Motion carried unanimously. STAFF AND COMMISSION REPORTS Recreation Manager Koverman presented the Liaison’s update as submitted. Commissioner Stanek reported on the labyrinth at McClellan Ranch Preserve and commended staff on the maintenance. Vice Chair Buch thanked staff and fellow Commissioners. Commissioner Swamy thanked staff and fellow Commissioners. Chair Shearin reported on Tree Lighting, and thanked staff and fellow Commissioners.
