CITY COUNCIL STAFF REPORT
SUPPLEMENTAL 1
Meeting: April 15, 2025
Agenda Item #13
Subject
Direct Staff on Commission Review of the Stevens Creek Boulevard Corridor
Vision Study
Recommended Action
Direct staff to present the Stevens Creek Boulevard Corridor Vision Study to either
the Planning Commission or the Bicycle Pedestrian Commission for review and
input.
Q1: The staff report states "Based on historical City practices, staff has taken
studies similar to this topic to the Bicycle Pedestrian Commission due to their
powers and functions, as established by the municipal code, to provide
recommendations on matters related to transportation." Could you please
provide examples of "transportation matters" that the Bike Ped Commission
has considered in the past, which is not related to bike paths or pedestrians?
(Chao)
Staff response: The Vision Zero Plan looked at all modes of traffic in an attempt reduce
fatalities for all road users to zero. It should be noted tthat most projects that affect the
transportation system affect all modes of travel, including vehicular, bicycle, and
pedestrian transportation.
Q2: The scope of this study as intended by the Council provides an important
context for any commission which review this tri-city vision study, since the
vision of the three cities involved do not fully align. It seems the staff report
did not mention the 2019 City Council resolution which provides direction
when the City enters into this study. Please include that resolution in the
supplemental report to provide the context.
Staff response: The Staff Report provided a link to the Stevens Creek Corridor Vision
Study webpage which has links to the resolutions from each City. Attachment B
included here, is a copy of the resolution approved by the City of Cupertino.
Q3: What kind of actions are expected of each commission? To just accept the
study? To provide inputs, what would the input do? To provide approval or
disapproval of the recommended actions? (Chao)
Staff response: The Commissions will provide a recommendation on the acceptance of
the plan. If they provide additional input, staff will collect and provide that input to
City Council for consideration.
Q4: What's the timeline for the study to be placed on the City Council agenda?
(Chao)
Staff response: As indicated in Item 16 “Upcoming Draft Agenda Items Report”, the
item is tentatively scheduled for the City Council meeting on June 3, 2025.
