“I would like to propose a minor modification to the Muni
Code for parking to address the issue that a vehicle could
occupy the same section of a public street 24x7 as long as
they move the vehicle by 6 inches. This is against the
original intent of the Muni Code 11.24.130. I have included
relevant Muni Code sections from Mountain View and
Sunnyvale, in addition to Cupertino's Muni Code below.
We could consider the two options:
- Mountain View's version: Any vehicle must be
moved at least one thousand (1000) feet
(approximately two-tenths (2/10) of a mile) from its
current location and may not return to the same
parking spot for at least twenty-four (24) hours after
its departure.

friendship cities. These are valuable programs for the city,
but we should be cognizant of the expenses so far and
going forward (in the budget).
“Will someone please provide a cost update prior to the
Sister/Friendship city Policy Agenda item, to the following

• Friendship City costs (gifts, staff time?), the table

I just noticed that the "To" field of some earlier emails are Samantha when I clicked "reply".
Just to clarify. My previous emails regarding this matter should be addressed to Pamela, who has advised strongly, repeatedly. that I only
issue certificates in our prep meetings. And I have also stressed, repeatedly in response, that I wish to issue proclamations to recognize the
consistent and/or significant contributions an organization or an individual has made to Cupertino or its residents.
Those emails were not meant for Samantha, who should only receive directions from the City Manager. I apology if there is any confusion.
For your information, I have collected a few sample proclamations issued by other cities. And my decision to issue proclamations, rather
than merely certificates, are informed by other proclamations I have seen over the years since I got involved with city issues in 2014.

The proclamations commonly include multiple items of information, marked as "WHEREAS", to specifically identify the contributions of the
organizations or individuals we are recognizing.
It has been the common practice in Cupertino and also in other cities.
This is demonstrated by the 2022 proclamation to the Shin Shin Foundation and also in other proclamations from other cities that I have
found.
Whatever practice the City has adopted in the past two years may work for former Mayor Wei and Mohan. But both of them seem to have
attended only a handful of Cupertino council meetings before they got elected, while I have consistently attended council meetings since
2014, in Cupertino and also other cities. Thus, I do not have to follow the same practice as done in the last two years.
The City Clerk's office can of course polish the language I have proposed, but there is no reason to shorten it to contain only one "WHEREAS"
item, which does not align with the common practice of other proclamations.
I respectfully request that the City Manager respects the Mayor's discretional authority to decide the content of proclamations to provide
more information about the contribution of the organizations the Mayor wishes to recognize. If the City Manager insists on overwriting the
Mayor's discretionary authority, I have no choice but to request a future agenda item on the dais in order to seek the direction of the entire
Council.
