Dear Mayor Chao, Vice Mayor Moore, Councilmembers and Staff,
I’d like to thank the Planning Commission, Staff and Council for spending time discussing and
understanding the many issues regarding oversized vehicles in our city. It’s not an easy
problem to solve and many cities have come up with many different solutions depending on
what best fits their needs.
My husband and I are long-time RV owners and before that we rented RVs for family vacations.
I’ve attended and provided input/comments for each of the previous meetings on this issue.
Here are my comments/thoughts on the current proposal below.
1.Resident RV owners…
a.An annual no-fee permit for ONE vehicle sounds reasonable.
2.Abuse of permits…Residents or non-residents abusing their permit
a.POSSIBLE SOLUTION…revoke their annual permit or disallow the non-resident
from obtaining further permits if there are 3 (verifiable) complaints/citations
against them.
3.Resident boat/trailer owners…
a.Q: Would this annual no-fee permit for ONE vehicle include a resident boat/trailer
owner who might want to park their boat/trailer on the street?
b.Q: Would the boat/trailer need to be connected to a vehicle?
4.Can’t park within 1500 feet of a commercial district
a.ISSUE…How will we know what is and isn’t a commercial district?
b.ISSUE…How far is 1500 feet? Can you give a lay person’s guide on how far away
that is please? If I do the math, it’s 5 football fields or just over a ¼ mile.
5.Q: How do you see this being implemented? Specifically,
a.Where will the signs be placed?
b.What will they say?
c.How will you designate “commercial areas”?
d. How will non-resident RV owners apply/obtain permits? (They may not have
mailing addresses or may be from another state.)
6. Q: What if someone moves every 48 hours? Can they just move a few feet or a car
length and cause the clock to re-start?
a. Can this situation be avoided?
I can see that initially non-resident RVs will apply for the 3-day permits and move to residential
areas to park but they’ll have to move in 3 days. After 15 days of this they will need to move out
of the city for a year.
REQUESTS:
1-Please, whatever you come up with, please make it easily enforceable.
2-Find a way to mark/log a vehicle location (picture with date/timestamp?) so moving the
vehicle can’t be “gamed”.

Mayor and Councilmembers:
The owners of Marina Plaza were solicited for feedback
and comment prior to the Planning Commission (on June
24, 2025) meeting, which discussed the oversized
vehicle parking occurrences within the city limits of
Cupertino.
Because Alves Drive, between North DeAnza and
Bandley Drive is a frequent area for this type of activity,
the Planning staff was interested in any feedback the
ownership of the shopping center could provide on this
topic.
Let me re-state my comments to Chair Rao for your
benefit and information...
Chair Rao:
I received your email to Amy Chan, who forwarded it to me. I represent the
ownership of the Marina Plaza Shopping Center, specifically with respect to its
planned redevelopment of the Marina Plaza Shopping Center property into a mixed-
use residential and retail project.
In response to your request for commentary related to the current oversized parking
of vehicles on Alves adjacent to the Marina Plaza center, I can offer you these
thoughts…
While the current parked vehicles and their residents have not caused any material
problems or generated concerns/complaints that the center ownership is aware of,
the long-term viability of this type of parking pattern is in question at this location.
When the redevelopment of the center occurs, the construction activities and changes
to the property during its redevelopment will not be conducive or most likely allow for
this type of long-term parking. Once the redevelopment is complete, I would envision
Alves being more conducive to bicycle lanes and parallel parking for the retail
tenants, customers, and visitors to the residential units being planned at the site. The
nature and use of Alves after the planned redevelopment will be substantially different
from its current level of activity. The new mixed-use project envisions an activation
and upgrade of this secondary street into a more pedestrian-friendly and
neighborhood-welcoming thoroughfare.

On behalf of the ownership of Marina Plaza Shopping
Center, I want to reiterate that the current parking
situation has not caused any negative impacts or
problems that the center's ownership is aware of. The
Center's ownership is every sensitive to the current
obstacles of solving the housing shortage and does not
in any way want to negatively impact the limited
opportunities for individuals to have an interim housing
option while they continue to search for an individual
long-term solution.
Given the current projected timeline, Marina Plaza will
not undergo any form of material change in its
redevelopment for probably a minimum of 24 months. As
such, during the coming months, ownership is
comfortable with the current parking situation and is not
encouraging any change in the City's regulation of the
parking of these oversized vehicles as it relates to the
