Incident Reporter

Incident Reporter is an Emergency Planning and Preparedness tool allowing the City and
pre-identified stakeholder facilities to communicate directly when a disaster strikes.
Incident Reporter is aWeb-based mapping application built using the Google map
environment for fanuliarity of use. The administrators of key facilities will be given
usernames and passwords with which to login to the system.
When an internet connection is available, it will be possible for their facility to:
- Report damage status to their facility,
- Report road blocks & other hazards they see in the immediate area,
- Request recourses from the City, or
-Offer the City resources to assist with our emergency response & recovery
- and , if applicable, communicate if they can act as a shelter.
The first task in this project was identifying and mapping those facilities that are
considered critical for initial public safety assessment. This includes:
Emergency Operations Center, & Department Operations Centers
Fire Stations & Sheriff's sub-station
Medical Facilities
Businesses with large occupancies
Schools, Shelters
Government Buildings
Key Power & Water Facilities
In developing this application we have compiled a comprehensive report that can be used
as a checklist of key facilities in both paper and electronic form. Facility records include
key contact personnel and numbers. In a major event, that severely compromises the
ability for data communications, the paper lists, which will be pre-distributed to key
locations, will provide a simple mechanism for keeping track of facility statuses as they
are reported over radio and telephone channels. It is very likely however, that some level
of data communication will be available through wireless or cellular channels. In this
case it will be possible to electronically report facility status. The Incident Reporter is
being hosted in Houston, Texas, so if the disaster is local and the internet is up and
running, the application will be accessible.
As a planning tool, this application allows entities to view those around them who may be
able to assist in the coordination of plans and resources.

Application Description
The Incident Reporter Application was developed as an open architecture web
application with emphasis on industry standard formats and languages. Use of proprietary
products will be avoided.
The main map display contains an expandable map area with a panel on the left-hand side
that includes a facility status legend and user tools.

Main Map Area Display
Google Maps was used as the primary web service to support the facility status display.
Standard Google Map controls will include:

Zoom Ladder -this control allows the user to increase or
decrease the zoom level by clicking on the higher or lower tick
marks. The "plus" and "minus" icons above and below the ladder
can also be used to increment the zoom.
Pan Arrows -these allow the user to pan the map a consistent
increment in the direction of the avow. The map can also be
panned by clicking down on the map surface, holding and
dragging in the direction desired.
Scale Bar -this control reference rovides a measure in miles

the zoom changes.

Local Search -this control provides the ability to search the currently displayed map
area for categories such as churches or schools. Search results are then displayed as both
pushpins on the map and an index listing above the search bar. Also, a specific address
can be entered into the search bar.
Map Background Selectors -these buttons at the top right of the map display allow the
user to switch map backgrounds. Choices include Map, Satellite, Hybrid, Terrain, and
Streetview.

Traffic Overlay -Any of the backgrounds can be overlaid with real time traffic color-
coding by clicking on the "Traffic" selector. The drop down menu provides a color

Key Map -The smaller fixed map at the bottom-right is
a vicinity snap that provides a reference for the general
area. The blue frame that appears on the key map
represents the current positioning and zoom level of the
current main map viewing area.

Help -Status Legend - If the Internet is still up, it will be possible for individual
representatives for each facility to log on and set the status of (self report) their facility to
Green Yellow, or Red. This color-coding will be reflected in the map, providing a
powerful overview capability of the entire City of Cupertino.

On the top the blue push pin by alone, represents an unreported facility. The blue push
pins with solid backgrounds indicate those facilities have reported their status. The color
behind the blue push pin indicates the severity of the situation at that facility. Red being
the most critical and green the least critical. The blue push pins with an outline of color
indicate that the EOC has reviewed those facilities.
Report Facility -When you click on a facility, in the map, you will notice the name of
the facility, location of the facility, and contact information for the facility displayed.
Along the bottom of the bubble there are three linked options -Edit Status, Resource
Request, & View Comments.

Edit Status -This form allow the facility administrator to
report injuries, structure damage, fire damage, hazards, and
whether or not the facility can function as a shelter. Based
on what the user selects from the drop-down menu the
color behind the push pin changes to the color that matches
the severity of the circumstances. There is also a comment
box for the user to enter details of the situation.

View Comments -The view comments link will
display all of the comments the facility has
subnutted in chronological order. In the bottom
right corner of each comment you will see the
name of the person who entered the comment and
the date and time the comment was entered. Also
notice in the bubble there is a green block, this
tells the user that this facility has reported and
that the severity at this location is minor.
Map Layers -The map layers can be turned on and off
by clicking on the check box next to the layer name.
Once you click on the facility layer it will expand and
show you all the facilities listed in alphabetical order.
When you click on a name of a facility the map will
zoom to that facility.

Conclusion
Map Tools
Incident Markers -This tool allows the user to add
a point, line, or polygon to the map to identify the
location of a hazard, resource, etc. In the example
below the user is using the point marker to indicate
the location where a tree has fallen and is blocking
the road. First select the icon that makes the most
sense for the scenario, in this case a point. Then
zoom into the location of the hazard and click the
incident location on the map. A dialogue box pops-
up, displaying a text box to enter a title and a text
box to enter an associated comment. You also have
the ability to choose an appropriate icon by clicking
the icon in the top right corner. This will open a
library of options to choose from.
User Defined Markers -This is the tool that allows
you to turn on these user defined markers so they
can be viewed in the map. Turning on the point,
line, and polygon layers allows you to view your
icon as well as others.
Map Settings -This tool allows you to turn on an
automatic refresh rate. Because this is a real-time
application, turning on this refresh rate will allow
the screen to stay current without you having to
move the cursor.
Query -The query tool allows you to query the
facilities based on their status, time the facilities
reported, and type of facility. For example you can
query all the school facilities that reported in the last
hour.
The purpose of this pilot project was to test feasibility and to experiment with those
features that can provide value to the City of Cupertino Emergency Management function
during an emergency response. We will be beta testing the Incident Reporter application
with a number of key facilities in Cupertino in the next couple months. It is important to
note this application is not static and will be modified based on needs that become
apparent.
