DATE: September 23, 1998 SUBJ: Report of Director's Decision Regarding a Minor Modification Chapter 19.132 of the Cupertino Municipal Code allows for administrative approval of minor changes in a project. The Director reports his decision to the City Council and Planning Commission in time to allow any Councilmember or Planning Commissioner to appeal the decision within fourteen calendar days. Aoolication: Honeywell Measurex has submitted a Directors Decision regarding a site and architectural modification of 6-ASA-98. Descriotion: As you may recall, there was considerable discussion at the June 8th Planning Commission meeting involving a modification of Building Ten. The June modification concerned a change in grading and a resulting increase of wall height for the north and west facing elevation. The applicant has completed further refinements of the construction program and has concluded that design modifications are required to reduce costs. Ironically, the latest request results in a plan which is closer to the original approval. The approved plans and the proposed plans are attached for your review. Your attention is drawn to the old and new sheets P-3; specifically the building section located in the upper left hand comer of the page. Notice that a clear span truss was initially proposed which resulted in a 43" high building from the proposed grade. In order to save costs, the new proposal is to eliminate the clear span construction and utilize columns. The height measured from finish floor to top of parapet has been reduced from 25.75 feet to 21 feet. Additionally, the change in grading plan reduces the height from finished grade next to the north elevation from 43 feet to approximately 25 to 26 feet. (Of course, the finish grade of the parking area is about 13 - 14 feet lower than the grade next to the building so the total height measured from the parking lot grade located away from the edge of the building is approximately 35 feet as opposed to 43 feet approved last June) The change in grading results in a larger planting strip next to the north and west elevations of the building. This increased planting strip alters the parking lot. The number of parking spaces decreases from 189 to 178. The project summary table describes the 4,100 square feet of mezzanine floor space that was recently approved by the Planning Commission and thus the required number of cars increases from 152 to 167. Please note that there is a 11 space surplus on the site. The parking improvements also extend 19' further into the northern vacant property. The approved and proposed landscaping plans are attached. The same landscaping concept is proposed on the new plan. Action: Since the Planning Commission actually suggested the changes proposed in the new plan, staff approved the application subject to Planning Commission and City Council appeal. The revised plan lowers the building and increases landscaping area. The original conditions of approval remain intact unless superceded by the design changes in this Director's approval.
