PLEDGE OF ALLEGIANCE
At 7:00 p.m. the meeting was called to order.
ROLL CALL
Present: Chairman Robert Harrison, and Commi:;sinners KC Chandratreya, John Fiegel, Christine
Hackworth. Absent: Jessi Kaur. Staff present: City Clerk Kimberly Smith Deputy City Clerk
Grace Schmidt and Environmental Affairs Coor~Jinator Erin Cooke. Guests: Larry Wallerstein,
Ralph Morelli, Hema Kundargi.
ORAL COMMUNICATIONS
Hema Kundargi of the Library Foundation reported that art will be displayed in the library
browsing area. She indicated that the art would be displayed on a rotating basis with various
themes each quarter. The Fine Arts League wil]_ be the first to display art and then it would be
open to the public.
WRITTEN COMMUNICATIONS
APPROVAL OF MINUTES
1. Chandratreya moved to approve the mimrtes of December 11, 2008. Harrison seconded
and motion passed unanimously with Kaur absent.
NEW BUSINESS
2. Requirements for lighting of public art
City Clerk Kimberly Smith noted that thy: art for 10900 Tantau project had already been
installed and that a waiver for an exemption for lighting had been requested. The City
Clerk also distributed the U.S. building grc;en council's advice on lighting requirements.
Larry Wallerstein noted that the public art was the focus of the project and lighting
requirements were inadvertently overlooked. He also indicated that there was a need to
comply with Leadership in Energy and Enrvironmental Design's (LEED) rating system for
certification to meet the City Council's re~~uirement. Mr. Wallerstein indicated that adding
lighting which is aimed up toward to the art is opposite of LEED standards because it
creates light spillage, and a great deal of money has been spent to comply with the LEED
rating standard as Council requested. He also noted that light in the offices would be on
during the night for as many hours as allo~Ned to provide for the lack of lighting around the
art.

Chandratreya moved to grant an exem~~tion to the lighting requirement. Hackworth
seconded and motion passed unanimously with Kaur absent.
The Commission also discussed the plaque requirements. Fiegel moved to direct the artist
to install a single plaque for all four art pieces. Chandratreya seconded and motion passed
unanimously with Kaur absent.
3. Offer from Diana Argabrite to oversee the children's art exhibit at the Cherry Blossom
Festival.
The City Clerk reported that Diana Argabrite offered once again to coordinate the
children's art display during the Cherry Blossom Festival. The Commission concurred to
accept the offer.
4. Review budget request for fiscal year 200f~/09.
The City Clerk reviewed the current Commission budget. She reported that fiscal year
2009-10 budgets would be zero based anti departments would need to justify all requests.
Hackworth moved to submit the Fine Arks Commission budget with the same amount as
last year in grants and special events, bu.t with a reduction in office supplies and travel
funds. Chandratreya seconded and motion. passed unanimously with Kaur absent.
UNFINISHED BUSINESS
4. Update on the adoption of the Quarter-Per~~ent for Art ordinance.
The City Clerk reviewed the developer guidelines and noted that they were not included in
the ordinance so that they may be revised as needed without going to City Council for a
lengthy ordinance amendment process. T:he City Clerk also reported that one revision had
been made, at the request of a member oi' the public, to specifically refer to CC&R's and
ensure that future property owners are aware of their responsibility to maintain art on
property they purchase. The City Clerk indicated that the ordinance would be added to the
Municipal Code and be available online i~l about a month. The Planning Department will
also be distributing the ordinance to perspc;ctive developers much sooner than before.
5. Additional financial information requested from the Euphrat Museum.
City Clerk handed out additional documentation from the Euphrat Museum of Art to
support their earlier application for the $4,000 grant. Discussion followed regarding
options for "growing" the grants that are given, such as adollar-for-dollar matching
donation, and the FAC asked to have that tropic put on the next agenda.
COMMISSION REORGANIZATION
6. Appoint the 2009 Chair and Vice Chair
Commissioner Harrison was appointed a:> chair and Chandratreya was appointed as vice
chair for 2009.

STAFF REPORTS
7. 2009 meeting schedule and planning for tree year's work program.
City Clerk reviewed the meeting schedule for 2009 and upcoming projects that will require
Commission input.
