Award. a construction contract for the Memorial Park Softball Field and Library Field Irrigation
Renovation Project, Project No. 2009-02, to B & B Landscape Contractors, Inc., in the amount
of $234,031, and approve a construction contingency of $35,000 to cover any unforeseen work
required to complete the project, for a total of $26!x,031.
BACKGROUND
The Memorial Park Softball Field hosts 6 Iez~gues with 40 teams that. aze comprised of
approximately 700 players. Use of the field ic~ rigorous 8 out of 12 months of the year.
Conditions of the field aze less than ideal. The field is uneven and is plagued with poor drainage.
Proposed improvements will remove the existing turf, re-grade the entire field to set elevations,
install a new drainage system and plant new sod turf. Other improvements will include new
skinned area paving in the infield and outfield perimeter as well as a new scoreboard. The
softball field will be closed during the completion of these improvements. Leagues have received
advance notice.
The Library Field is an open turf area that is enjoyed by many users. Currently the field is
irrigated with an antiquated system that is prone to frequent water line breaks. Aside from the
age of the system, numerous construction project;. that include the library project have damaged
the irrigation system. Subsequent repairs have not been reliable in their service. The proposed
irrigation improvements would completely replace the existing underground system. The
existing irrigation clock will be utilized and relocated. Upon completion of this improvement,
irrigation will be more reliable, effective and conserve water. The library field• will be closed
during the completion of these improvements. U.;ers of the cricket pitch will be notified of the
construction schedule.
All improvements aze expected to be completed b,r September 2009.

Report of Bids Received
On June 9, 2009, the City received bids for this project as follows:

The low bidder is B & B Landscape, Inc., in the amount of $234,031. The engineer's estimate
for the bid was $332,225. This represents an extremely goad price for the work. In reviewing the
three bids received and in discussing the bid with the low bidder, it appeazs that the current
economic recession has resulted in highly competitive bidding markets for these types of
projects, and the low bid submitted by B & B Landscape, Inc., is representative of that market
condition.
FISCAL IMPACT
The approved Five Year Capital Improvements Program for Parks -Memorial Park Softball
Field Renovation Account No. 580-91219100 and Parks -Library Field Irrigation Account No.
580-9123-9100 have a combined total of $350,000 which is sufficient #o award this contract to
the low bidder, B & B Landscape, Inc., in the amount of $234,031 and a contingency for
unforeseen additional expenditures in the amount of $35,000 as may be necessary for a total of
$269,031.
STAFF RECOMMENDATION
Award a construction contract for the Memorial Park Softball Field and Library Field Irrigation
~' Renovation Project, Project No. 2009-02, to B & B Landscape, Inc., in the amount of $234,031,
and approve a construction contingency of $35,000 to cover any unforeseen work required to
