Contractor certifies that no one who has or will have any financial interest under this Agreement is an officer or employee of City. Changes: This Agreement shall not be assigned or transferred without the written consent of the City. No changes or variations of any kind are authorized without the written consent of the City. Geopfert: PAGE 6i2 Hexagon Transportation Consultants, Inc. is pleased to submit this proposal to prepare a traffic analysis for the proposed KinderCare located at ]S15 South De Anza Boulevard in Cupertino, California. The project site contains an existing 9,900-square foot building. which is currently vacant. Previously, the building was occupied by Galaxy Lighting. The project would renovate: the existing commercial building into a childcare facility with a maximum enrollment of 1~0 students. The proposed business hours wauld be from 6:30 AM to 6:30 Plv~i. The proposed site plan includes 27 parking spaces with access to De Anza Boulevard at two existing dri+reways. We have revised our previous work scope and cost estimate based on the comments in your letter, datEd October 22, ?003. Scope of Services The purpose of the traffic analysis is to satisfy the requirements of the City of Cupertino and the Congestion Management Program (CMP). The transportation impact analysis will consist of an evaluation of traffic conditions during the weekday AM and Pl`•i peak hour of street traffic. The study will determine the traffic impacts of the proposed development on key intersections in the vicinity of the site- The key intersections are: De Anza Boulevard and Rainbow Drive De Anza Boulevard and Prospect Road* De Anza Boulevard and SR 85 S Ramps* De Anza Boulevard and SR 8S N Ramps* Asterisk (~`) denotes CMP intersections. Analysts of additional intersections will require authorization and additional budget- The tasks to be included in the analysis are: 1. Site Reconnaissance and Field Observations. The pizysical characteristics of the site.and the surrounding roadway network will be reviewed to identify existing roadway cross-sections, intersection lane configurations, traffic control devices, and surrounding land uses. Level of service calculations will be performed to evaluate traffic conditions at the signalized intersections under background conditions. 5. Project Site Traffic Projections. Based on the proposed development size, site-generated traffic will be estimated using the vehicular trip generation rates obtained from the ITE Trip Generation manual. The estimated traffic generated by the previous commercial use on site will be subtracted from the trips generated vy the proposed use to calculate ne•t project traffic volumes. 6. Directions of Approach and Departure. The directional distribution of graject traffic will be forecast based on existing travel patterns and reiati~~e locations of complementary land uses in the area. 7. Traffic Assigtrment. The net project traffic will be added to the roadway network based on the directions of approach and departure discussed above. 8. Evaluation of Project Conditions. Traffic volumes under project conditions will be estimated by adding to background traffic ~~olumes the additional ~:raffic generated by the project. Levels of service at the key signalized intersections v~~ill be evaluated under project conditions. Evaluation of Future Growth Conditions. The Cbll' study intersection will be evaluated for future growth conditions, as prescribed by the CMP guidelines. 10. Sit¢ Circulation, Access and Parkins. A detailed site circulation and access review will be conducted to determine the adequacy of the proposed site plan in accordance with generally accepted traffic engineering standards. This will include a quantitative analysis of the anticipated traffic volumes at the ;ire's access points, as well as a qualitative analysis of the proposed site eirculadon and parking layout. The review will be based on the site's overall anticipated trip generation and consider the foliowin~_ onsite queuing storage, sight distance, traffic control requirements, driveway Iocation and alignment, and truck access. Pedestrian, transit, and bicycle travel will also be evaluated. Description of X-npacts and Recommendations. Based on the results of the level of service calculations, impacts of the project traffic ~~ill be identified and described. Improvementscould include street widenines, lane additions, changes in lane usage, or traffic signal modifications. 12. Reports. Our findings and recommendations will be summarized in a draft report. Hexagon will respond to editorial comments, prepare the final report, and submit up to three copies. 13. Meetings. The fee estimate includes attendance at onc: public hearing in conjunction with this study. 14. Additional Services. Any work not specifically referenced in the above Scope of Services-for example analyzing a different projec[ description, cor,.ducting additional intersection counts, analy?ing additional intersections or scenarios, preparing conce~~tual drawings and cost estimates for mitigation measures, and attending additional meetings-shall be considered additional serti-ices. Time of Performance Barring any unforeseen delays, a draft report mill be subnutced approximately three weeks after receipt of a an executed contract and receipt of input data~provided bu the City. The final report will be delivered one week after receipt of all review comments. Cognizant of }'our desired schedule, we are ready to start work immediately upon authorization. Cost of Services The total fee for the Scope of Services rendered under this agreement is quoted for a lump sum amount of $9,750 for Work Items l through 13. We understand that you wish to go from a maxim m of 30 students to a maximum of 100 students. The City of Cupertino has requested that the traffic study include analysis of the intersection of Homestead/Maxine and the analysis of your driveway and the ability to restrict access so that traffic does not use Maxine south of the site. WE would conduct traffic counts of the existing drop-off and pick-up operations, traffic counts at the Homestead/Maxi ~e intersection, and general obser~•ations of traffic conditions at the site. We would estimate the traffi increase with the project and identify the impact of that traffic- We would evaluate the measures that cou d be taken to restrict access so a; to not have any neighborhood impact.
