FY 2010-11 Planning Commission Work Program
RECOMMENDATION
Accept a report from the Planning Commi~~sion regarding the FY 2010-11 Work
Program.
BACKGROUND
On February 23, 2010, the Planning Commission reviewed and discussed the Planning
Commissions 2010-11 work program (see attachment A}.
DISCUSSION
The following is a brief summary of the Planning Commission's work program for
2010-11:

1. Green Building Ordinance
Pursuant to the Council's 2009-10 work program, t11e Commission assigned the
development of a Green Building Policy, as a high priority.
Staff Cornrnents; Per Council direction, t:he limited Green Building Ordinance process
shall not exceed $25,000. Staff is in the process of seeking a consultant that will help
facilitate the focus group meetings and Ito provide technical support on the
regulatory framework at both the State ,end the National level relating to green
building design and construction. Public outreach and education is anticipated to
commence in March 2010. The Planning; Commission is expected to review the draft
ordinance in the April/May 2010 fimeframe.
2. Sustainable Land Use Policy
Even though the Council did not include any funding for the Land Use
Sustainability Policy in its 2009-10 work program, the Plaruzing Commission still

maintained it as a high priority item. A f ew ideas from the Commission are
summarized as follows:
• Receive updates on regional process relating to sustainable land use policies and
determine how they will affect the City of Cupertino
• Consider inviting key speakers from relevant agencies ~i.e., ABAG, MTC, SVLG,
tJSGBC}
• Consider what other cities in the area are doing and develop a list of best
practices if applicable
Staff Comments: Staff will continue to monitor and purse grant opportunities that
may help fund the City's efforts in developing a sustainable land use policy. Staff
will also continue to monitor policy at the State and regional level and update the
Commission and Council accordingly.
3. Process Improvement Evaluation
The process improvement evaluation of Planning, Building and Public Works
conducted by Matrix Consulting Group has been completed. The final summary of
the results and recommendations were forwarded to the Planning Commission and
City Council in November of 2009.
Staff Comments: Staff will bring zoning amendments to streamline the development
review process for Planning Commission review in the March 2010. The City
Council is anticipated to review and approve the Planning Commission's
recommendafi.ons in April/ May 2010.
Other Items
The Planning Commission has designated the following items as low priority or on
hold pending availability of funding/ and or as time permits:
4. Create a Strategic Plan for Commercial, Office and Retail Uses
The Planning Commission was interested in creating a Strategic Plan for
commercial, office and retail uses. The project would include discussions with
corporations, business owners, urban planners and commercial developers to
understand their needs and could potentially result in a strategic plan that could
result in revisions to Iand use, zoning and other policies.
5. Prototypes of Housing Elements sites/Crossroads Plan/Other Specific Plans
The Commission was interested in looking at other areas of the City that could
benefit from along-term approach and development standards. one example
included developing prototypes of Housing Element sites. The goal was to provide
community expectations and guidelines for development on some typical sites prior

to reviewing project proposals from applicants. Another example was developing
the Crossroads Plan.
6. Affordable Housing Methodology
The Commission was interested in affordable housing measures to better incentivize
affordable housing besides the current below market rafie program (BMR).
Such measures can range from revising the City's BMR program, reviewing fees to
creating higher density and providing funding for affordable housing.
