BACKGROUND Every year the City has budgeted for an annual pavement maintenance project, which is funded in the Five Year Capital Improvement Program budget. The streets included in the project have been found to be deficient and in need of a pavement overlay in order to extend the life of the street sections. In order to maintain Cupertino's streets at a consistent level of good condition, as well as the City's eligibility for state and federal road maintenance funds, the City performs programmed pavement maintenance on City streets based both on periodic field evaluation and the Metropolitan Transportation Authority's (MTC) pavement condition rating system. Together with staffs day-to-day familiarity with local road conditions and other considerations, the field evaluation and pavement condition ratings comprise a pavement management system whereby City streets are objectively programmed for maintenance or rehabilitation activity within a particular year or set of years. Intensity of use, level of condition to be maintained, present condition, and time of last maintenance are some of the parameters that go into a street being programmed to receive an overlay or other maintenance treatment within a particular year or set of years. The 2006 Annual Overlay project includes work on streets in the Rancho Rinconada area, which together with previous pavement maintenance work in the area, will complete an effort to bring the area's streets up to the level of other City streets. Other City pavement maintenance projects that will be constructed with Fiscal Year 2005-2006 funds are the Pavement Restoration proj ect Printed on Recycled Paper /7-1 and the Surface Transportation Program (STP) Overlay project. The Pavement Restoration project will repair specific failed areas of streets in locations throughout the City. And the STP Overlay project will provide resurfacing for segments of Stelling Road, McClellan Road, Tantau Avenue, and Bollinger Road. Annual Overlay Bids Received The following is a summary of bids received for the 2006 Annual Overlay project: Bidder O'Grady Paving, Inc. Galedrige Construction, Inc. G. Bortolotto & Co., Inc. Engineer's Estimate Base Bid $ 697,701.00 $ 730,177.27 $ 762,646.79 $ 775,242.00 The low bidder is O'Grady Paving, Inc., for the amount of $ 697,701.00. The engineer's estimate is $ 775,242.00. City Pavement Maintenance Commitment In keeping with the City's continuing commitment to the maintenance of effort in sustaining the good condition of its streets, the City will award at least $ 1.4 Million in pavement maintenance projects with capital improvement project (CIP) funds budgeted in Fiscal Year 2005-2006. Those projects, with contingencies, include the following: Proiect 2006 Annual Overlay Pavement Restoration Surface Transportation Program (STP) Overlay Amount (rounded, inc!. contingency) $ 768,000.00 $ 160,000.00 $ 530,000.00 Total $1,458,000.00 Together with projects planned for Fiscal Year 2006-2007, the City will devote over $ 3 Million to pavement maintenance over the two-year period 2005-2007. Including additional STP funding, the City will spend over $ 1 Million on pavement maintenance in Fiscal Year 2007- 2008, and at least $ 0.75 Million per year through Fiscal Year 2010-2011. Staffwill continue to seek additional funds for pavement maintenance through the Federal Highway Administration and state and regional sources to augment the City's maintenance dollars. FISCAL IMPACT Awarding the 2006 Annual Overlay project to the low bidder O'Grady Paving, Inc., would require expenditure from the approved Pavement Management Account No. 270-9450-7014 in the amount of$ 767,500.00. Sufficient funds are available in the account.
