Dear Ms. Gil:
This letter is to request a change in our contract with the City of Cupertino, CDBG funding from
homeless shelter services to homeless prevention services. Since 1992, West Valley Community
Services (WVCS) has provided nightly shelter services to 15 working men in the west valley
region through our Rotating Shelter Program in partnership with the Faith In Action (FIA), a
collaboration of over 20 faith based organizations. This partnership has also included local
businesses, service organizations, individuals, and various government agencies.
WVCS has appreciated the long standing support and partnership of the City of Cupertino in the
funding of the Rotating Shelter Program. Even with the dedicated monetary and resources
support of community and various grant funding, the Rotating Shelter Program has operated with
less income than needed to cover the expenses to run the program. The Board of Directors of
WVCS made a commitment several years ago to keep the Rotating Shelter Program operating
through fundraising efforts.
Due to the current state of the economy, WVCS like many other local non-profit has lost critical
funding resources and continues to face a decline in fundraising dollars. This has forced WVCS
to make some very difficult decisions. One of the most difficult realizations is that WVCS is no
longer able to support the operation of the Rotating Shelter Program. With not enough grant
revenue to cover the program expenses and not enough fundraising dollars raised to find the
deficit, WVCS can no longer provide the operate this critical program.
WVCS is still committed to providing homeless prevention services and working in
collaboration through "Destination: Home" to end homelessness in Silicon Valley. With this
objective, WVS has outlined a new proposed program that will provide comprehensive homeless
