CITY OF CUPERTINO
OEVELOPMENT PERMIT PROCESS IMPROVEMENT
July 28, 2010
Described below are the proposed categories for, improvements to the Development Permit
Process in the City of Cupertino. The numbered items provide an outline for community
input to help draft recommendations for the Planning Commission and City Council's
consideration,
1. TECHNOLOGY
a. The City should implement an automated permit information system 'to allow
greater efficiencies including:
i. Online submittal of applications (including plans) and permit issuance.
ii. Ability for users to track and monitor project status.
Note: It is expected that a fee increase of 3-4% would be necessary to implement the
permitting software. However, this fee would largely
be offset by cost savings due to
reduced travel time, mailing charges and printing costs,
2. COMMUNICATION
a, Look for ways to improve communication with the public while maintaining the
efficiency of the permit process. (For example, provide detailed project
data/contact information online)
b. Streamline the notification process to provide one mailed notice per project.
Residents could then sign up to get email updates as the project progresses.
(People who prefer mailed notices can call or email to stay on a mailing /&f). This
will improve efficiency, reduce notification costs and reduce use of paper. (Per
Council direction, notification requirements for ,Single-family projects would not
change.)
c. Provide manuals and guides on the City's website -to explain the City's permit
processes.
cl. Periodically review and update City documents (Zoning Ordinances and Plans).
3. STREAMLINING
a Make the Planning Commission the final decision -making authority on development
projects, with the City Council as the authority to review appeals. (Projects
involving amendments to the General Plan, Ordinances, and Conceptual Plans or
Maps and Enviromental Impact Reports (EYRs) will continue to require Council
review.)
b. Streamline the process for minor planning permits by developing project findings
and criteria and allowing approval at the staff level.
c. Reduce paper work by not requiring staff reports for minor projects (For example
Director Minor Modifications)
