RecommendedAction Adoptresolutionsauthorizingapplicationsforgrantfunding. Discussion TheClean,SafeCreeksandNaturalFloodProtectionProgram(CSCProgram)waspassedby votersasaspecialtaxin2000.Itselementsweredevelopedtomeetvariousobjectives.The charteroftheSantaClaraValleyWaterDistrict(District)BoardofDirectorsdirectstheDistrict toprotectpublichealthandsafetyandenhancethequalityoflifeinSantaClaraCounty.The BoardofDirectorsidentifiedoutcomesthatthefloodprotectionandstreamstewardship program istoachieveasameansofaccomplishingthesegoals. EnvironmentalEnhancementImplementationGrantProgram ThisprogramfocusesontheCSCProgramoutcomesupportinghealthycreekandbay ecosystemsandtheirprotection,enhancementorrestoration.Theprimaryenhancementelement oftheprogram,withapproximately$2millionavailableannuallyover15years,isbeingcarried outpartlythroughtheexecutionofEnvironmentalEnhancementImplementationGrants.This year,itisestimatedthat$1.8millionwill beavailable. TheEnvironmentalEnhancementsProgramanditassociatedEnvironmentalEnhancement ImplementationGrants(EnhancementGrants)implementtheCSCProgramgoalwhichcallsfor creationofadditionalwetlands,riparianhabitatandfavorablestreamconditionsforfisheriesand wildlife.TheEnhancementGrantswillassistsponsorsofrestorationandenhancementprojects withtheconstructionphaseofappropriateprojects.Eligibleprojectsincludeenhancement projectsforcreeks,tidalareasandwetlands,fishbarrierremoval,improvementofendangered species habitat,removalofinvasive species, planting of native species,and habitatimprovement. Trail andOpenSpaceGrantProgram ThisprogramfocusesontheCSCProgramoutcomewhichsupportsadditionalopenspace,trails andparksalongcreeksandinwatershedswhereappropriate.Theobjectiveofthetrailselement ofthespecialtaxistoprovidepublicaccessto70milesoftrailsoropenspacealongcreeksand inwatersheds.Approximately $920,000 isavailableannually over 15years. TheFiscalYear2011TrailandOpenSpaceGrantProgramisthefourthgrantroundtoutilize specialtaxfundsforthedevelopmentofaccesstotrailsandopenspace,andtoincreasepublic accessto,andenjoymentof,publicareasforincreasedrecreationalopportunities.Eligible projectswillcreatenewpublicaccesswhereitdidnotpreviouslyexistandincludeanew creeksidetrail ora significantlinkto supportacreeksidetrail network. Grantapplicationsmustincludeanauthorizingresolutionfromtheapplicant’sgoverningbodyto applyforandreceivegrantfunds.StaffrecommendsthattheCityCouncilauthorizeapplications totheDistrict’s Environmental EnhancementImplementationGrantProgramandtothe Trailand OpenSpaceGrantProgramforStevensCreekCorridorPhaseII,andtheadoptionofassociated resolutions. SustainabilityImpact ImplementationofPhaseIIoftheStevensCreekCorridorParkprojectisconsistentwiththe City’ssustainabilitygoals.Theaddedsectionoftrailwouldexpandpedestrianandbicycle alternativestomotorizedtravel,andcreekrestorationwouldimprovehabitatandsupporta healthycreekecosystem.
