RecommendedAction AdoptthebridgeandtrailalignmentasgenerallydepictedintheapprovedJune2006Stevens CreekCorridorPark MasterPlan. Discussion OnNovember29,2010,CouncilreceivedastatusreportoftheStevensCreekCorridorProject (SCCP)PhaseII.Thatstatusreportprovidedtimesensitiveinformationregardingthereceiptby theCity ofa$1.2Mstategrantthatcould beappliedtotheentireprojectiftheprojectalternative wasexpandedtoincludecreekrestoration. OnJanuary 18, 2011, Councilauthorized staffto ·InitiatethedesigneffortforAlternative4A(consistingofcreekrestorationandusing approvedmaster planned bridgeandtrailalignment). ·NegotiateandexecuteanamendmentwithSSALandscapeArchitectsfordesignservices nottoexceed $200,000. ·IssueLettersofIntenttovariousgrantingagenciesclarifyingtheCity’sintenttoproceed withAlternative 4Aandcreekrestoration. ·Initiateanenvironmentalclearanceprocessforthe project. . DuetotheschedulerequiredbythenewlyobtainedCaliforniaRiverParkwaysGrantof$1.2 million,itwasnecessaryin JanuaryfortheCounciltoauthorizethe designefforttobeginforthe creekrestoration portion ofthe project. AsindicatedinthereportandpresentationtoCouncilonJanuary18,2011,thereiscurrentlya projectedshortfallofapproximately$1.6millionfortheAlternative4Acreekrestorationandthe trailalignmentalternativethatwasillustratedinthepresentation.Staffwillpresentastatus reporttoCouncilonMay17,2011thatincludestheprogressofthedesign,anupdatedcost estimate,statusofadditionalgrantapplications,andrecommendationsonfundingtheproject shortfallfromthefutureCapitalImprovementProgrambudgets.Thegrantagreementdoesnot needtobeexecuteduntilearly Juneof2011,allowingCouncilandstafftimetosecureadditional grantfunding.Atthattime,ifCouncildesires,itcandirectstaffnottoexecutethegrantandto stop orre-scopethe project. th AlthoughstaffdidnotanticipatebringingtheprojectbacktoCouncilpriortoMay17,through thedesignprocessanduponfurtherreviewofthegrant-drivenschedule,staffdetermineditwas necessarytochooseatrailalignmentsothatfundingandtimearenotconsumedonlessdesirable alternatives. ThetrailalignmentthatwasshownaspartofAlternative4A,travelsacrosstheproposedbridge th overthecreekoppositethe 8green,andthentravelsnorththroughthemiddleoreasterly portionoftheStocklmeirorchard,maintainingapproximatelya100footsetbackfromthe residentialpropertiestothewest.Forthepurposesofclarificationandtoavoidconfusion,this alignmentwillbereferredtoastheBaseTrailAlignment,whichissimilartothealignmentin theadopted MasterPlan. RecentAlternativeSuggestions th FollowingCouncildirectiononJanuary18toproceedwiththedevelopmentoftheBaseTrail Alignment,severalCouncilmemberssuggestedthatseveralalternativealignmentsbestudiedas well.However,severalofthegrantsthathavebeenreceivedor,onesthatarenowbeingsought, donotallowforthetimeandexpensenecessarytoproperlyinvestigatealternativestotheBase TrailAlignment. Staffhasprovidedamatrixofprosandcons(AttachmentA)toassistCouncilindeterminingif theBaseTrailAlignmentisadequateatthistimeorifoneofthesuggestedalternativetrail alignmentswould bea better solution overall. A summaryofthethreealternativetrailalignmentsfollows: AlternativeTrailAlignment 1:BridgeLocationUpstream Thisalternativewouldplacethebridge nearthe northernendoftheBlackberryFarmparkinglot, th nearlyoppositetheteeboxforthe 8greenofthegolfcourse.Thisalternativewouldshorten theportionoftrailthatwouldneedgolfballprotectionfencing,butthebridgewouldneedtobe longertospanthecreekatanobliqueangle.Theobliqueanglespanwouldbenecessaryto avoidencroachmentonMeadowscommonpropertyalongthecreek.Thebridgewouldalso needtoavoidtheexistingStocklmeirorchardwellheadandpump-house,causingthebridge abutmentto berathercloseto one oftheresidentsinthe Meadowsresidentialarea. AlternativeTrailAlignment 2: WestSideTrail ThisalternativewouldroutethetrailneartheMeadowsresidentialarea,fromeitherthecurrently proposedbridgelocationintheBaseTrailAlignmentorfromthebridgeintheupstream location.ThetrailwouldpassbetweentheMeadowspropertyfencelineandthefirstrowof orchardtrees,alongthewesterlyedge oftheStocklmeir property. AlternativeTrailAlignment 3:EastSideTrail Thisalternativewouldeliminatetheneedforabridgeandwouldroutethetrailalongthetopof theneweastbankofthecreek,alongthegolfcourse,terminatingintheBluePheasantparking lot.Inthislocation,agolfballprotectionfencewouldberequiredforitsentirelengthofabout 1,000feet.AshortsectionofgolfballprotectionfenceisalreadyassumedintheBaseTrail Alignment. Thiseastsidetrailwouldalsoencroachontothegolfcoursetoamuchlargerextentthanis currentlyenvisionedandwouldundoubtedlyrequireadditionalfundingforgolfcourseredesign andreconstruction. Conclusion Staffhasalsorecentlylocateddocumentsfrom2005thatsupporttheformalestablishmentofa 100footset-backfromtheresidentsintheMeadowsresidentialcommunity.Staffisnot recommendingthatCouncildeviatefromtheseearliercommitments,whichwouldrender alternatives 1 or 2as depictedinthisreportinfeasible.
