RECOMMENDATION Staff recommends approval of ASA-2011-03, based on the model resolution. BACKGROUND The applicant, David Baker, representing the property owner, is requesting approval for the above referenced project. The existing duplex is 2,177 square feet located on an existing 10,780 square-foot lot. The project proposes to add approximately 360 square feet ground floor addition to Unit 1 of the duplex. The existing three-car garage and adjacent residence, Unit 2, will remain unchanged. Adjacent uses are also residential duplexes to the south and north, with single family homes just west of the subject property. The 85 freeway is to the east (see Attachment 1). . DISCUSSION The proposed project consists of the following key components: • Increasing the size of the family and dining room • Partitioning a portion of the family and dining room into a prayer/study room • Adding a new entry space • Removing the laundry room to accommodate the expansion of the kitchen area ASA-2011-03 10800 Maxine Ave Apri17, 2011 Page 2 • Creating a secondary entrance to the family and dining room that will provide access to the side/rear yard. With the proposed project, the total amount of new living space plus garage is 3,205 square feet (29% FAR when 45% allowed). All exterior walls, roofing, entry ways, and windows will match the existing structure in color, style, and material. No trees are removed as part of this application, and no other improvements are proposed. Staff recommends that the existing gable end above the three-car garage be embellished with an architectural feature to provide relief from the blank fa�ade and minimize visual mass. It may include horizontal wood siding, a trellis, corbels, or any other similar architectural feature which achieves the same purpose. A condition has been added to reflect this recommendation. Staff is supportive of the proposed project because it conforms to all aspects of the R-2 ordinance. The proposal will not be detrimental or injurious to property or improvements in the vicinity, and will not be detrimental to the public health, safety, general welfare, or convenience; 2. The proposal is consistent with the purposes of this chapter, the General Plan, any specific plan, zoning ordinances, applicable use permits, variances, subdivision maps or other entitlements to use which regulate the subject property including, but not limited to, adherence to the following specific criteria: a) Abrupt changes in building scale is avoided and a gradual transition related to height and bulk is achieved; b) The materials, textures, and colors of new buildings or additions harmonize with adjacent development by being consistent or compatible with design and color schemes, and with the future character of the neighborhood and purposes of the R-2 zone. Shake siding material is proposed to help improve the appearance of the fa�ade. Alternative architectural details may be proposed if these features achieve the same style, appearance, or purpose. 3.
