ORAL COMMUNICATIONS

A resident, Jennifer Griffin, spoke against the upcoming City Council agenda item called the
Development Permit Process streamlining project. She is fearful that the Environmental Review
Committee, Design Review Committee and Planning Commission reviews will be dissolved or
relaxed causing City staffing job losses and depriving the residents of their opportunity to speak on
development application projects. Is it against the law not to hold Environmental Review
Committee meetings? She wants to make sure this concern is addressed at the Council meeting.

Applicant: Barre Barnes (WJB Canyon, LLC)
Location: Lot 167, Cordova Rd
Hillside Exception to allow the construction of a new, 3,704 square foot single family
residence with an approximately 1,189 square foot basement on slopes greater than 30% on a
vacant lot;
Request for a yard interpretation to interpret Cordova Road, instead of San Juan Road, as
the front yard for a new single family residence;
Tree Removal Permit to allow the removal and replacements of protected 25 "and 32"
diameter Coast Live Oak trees
❑ Trees/ Landscaping
o The smaller of the two Oak trees on site is in poor health and will not survive
construction
o The larger of the two Oak trees is in fair condition, but may not survive the
trauma of construction due to the proximity of the proposed house placement to
the tree and all the necessary grading
o The tree can be re- evaluated after grading
o Tree replacements will be required per the Tree Ordinance
Geologic
o The property lies to the south of the Monte Vista fault line
o The Geologist report stated that there is minimal risk of a surface rupture on the
site
o The un- engineered fill on site will be excavated and replaced by properly
engineered soil
o A remedial grading plan must be approved by the City's geologist and the Public
Works department prior to building permit issuance
o A Storm Water Management Plan will also need approval by the Public Works
Department to mitigate potential hillside saturation
o Relocating the frontage of the house to Cordova Road from San Juan Road will
reduce the amount grading and hillside cutting
❑ Additional Discussion
o San Juan Road is gated off as it is not conducive to thru traffic- it is too narrow for
two -lane traffic.
o Structural and Engineering controls will be reviewed at the building permit
review stage (requirements for piers, foundation, hillside cut, erosion control,
etc.)
