A resident, Jennifer Griffin, addressed the Committee to ask for clarification from City Staff that the
Environmental Review Committee cannot be disbanded by law. She expressed concern at the attempts to
shut down the Design Review Committee and Planning Commission as included in the discussion and
review of the development application process.

Parking Exception for shared parking between 10340 and 10420 Bubb Road;
Re -Zone approximately 1.8 acres from BQ (Quasi- Public building) to ML -rc (West Valley Light

Municipal Code Amendment to codify and update the West Valley Industrial Park Zoning

❑ Hazardous Materials
o There are 3 businesses within a 1 /2 mile of the proposed church site that have significant
quantities of hazardous materials stored on site (gasoline or propane); Union 76 gas
station, CalTrans Corporate Yard, DeAnza College. The consultant deemed these
chemicals a low risk to the persons who might be at the church in the event of an
accidental release.
❑ Traffic
o Peak traffic occurs on Sundays, creating no traffic impact to surrounding businesses
❑ Noise
o Freeway noise levels are at 65 decibels
o Acceptable City noise level for a church is 70 decibels
o Both are below the General Plan noise standards
❑ Additional Discussion
o Soil has been "cleaned" from when there was a semi- conductor company in operation
per the State and Federal guidelines
o No residential units are proposed
o The Use Permit for the church prohibii:s day care operations and schools

Hillside Exception to allow an approximately 1,266 square foot addition to an existing single
family residence located on a prominent ridgeline

o The City's consulting geologist has made some engineering recommendations for
foundation construction, drainage and hillside retention
❑ Trees/ Planting
o No trees will be removed to accommodate the new construction

o There will be no visual impacts from the addition

o The original approval in 2007 was to allow the construction of a secondary unit, the
project has been scaled back to just an addition
