MINUTES
CALL MEETING TO ORDER
The meeting was called to order at 7:01 pm.
ROLL CALL
Commissioners present: Peter Friedland, Wally Iimura, Reena Nadkarni, Beverly Siegel
Commissioners absent: Rod Livingood

APPROVAL OF MINUTES
1. Minutes of the special meeting of August 24, 2011
Commissioner Iimura made a motion to approve the minutes as submitted, Commissioner Nadkarni
seconded.
Vote: 4-0
ORAL COMMUNICATIONS
2. This portion of the meeting is reserved for persons wishing to address the Commission on any
matter not on the agenda. Speakers are limited to three (3) minutes a person. In most cases, state
law will prohibit the commission from making any decisions with respect to a matter not listed on
the agenda.
Linda Grodt, a Cupertino resident, introduced herself to the Commission and talked a little about her
background and involvement with the TICC. She also distributed some newspaper articles.

3. August 25, 2011 —Letter from AT&T regarding programming changes
4. September 2, 2011 —Notice of an application before the Public Utilities Commission
5. September 15, 2011 - Letter from AT&T regarding programming changes
6. October 6, 2011 —Letter from AT&T regarding programming changes
7. October 21, 2011 —Notice of an application before the Public Utilities Commission
The commissioners reviewed the written communications and briefly discussed the PUC area code
changes.
UNFINISHED BUSINESS
8. Subcommittee reports on the Work Plan
Social Network Technology Subcommittee - Commissioners Nadkarni and Livingood will report
back at the next TICC meeting.
Environmental Technology Subcommittee - Commissioners Siegel and Livingood will reconnect
with Erin Cooke—Environmental Affairs Coordinator.
OLD BUSINESS
9. Draft article for the Cupertino Scene
The Commissioners will send proposed changes to the article to Rod and the article will be submitted to
the next Cupertino Scene.
10. Cell tower locations
Commissioner Friedland talked about the approval of cell towers at the Forum and at Rancho Deep Cliff.
He also talked about attending the upcoming City Council study session regarding cell tower locations.
The commission discussed the need for cell tower locations in isolated/remote areas, especially in the
aftermath of the Lehigh incident on October 5`h.
11. City of Cupertino on-line permitting system
Commissioner Iiumra attended the vendor meetings for the on-line permitting system. He told the group
that three or the four vendors met the criteria well. Commissioner Iimura also told the commissioners
that the fourth ranked vendor had the ability to operate off-line, which was a desirable feature. The
commissioners discussed the importance of operating off-line and alternatives for exporting information.
NEW BUSINESS
12. Presentation by Mariyah Serratos, Cupertino IT Manager
This item will be rescheduled for the next meeting that Mariyah is available.
13. TV Replacement at the Senior Center for The Better Part meetings
Beverly Siegel talked about the need to replace two of the televisions at the Senior Center. The
Commissioner decided to recommend that the city acquire new televisions for the Senior Center.
Commissioner Friedland made a motion that the TICC recommend to City staff and City Council that
through a combination of direct expenditure not to exceed $2000 or donation that the Senior Center
modernize its antiquated televisions to modern flat screen televisions, Commissioner Nadkarni seconded.
Vote: 4-0
14. Alert-SCC system
Commissioner Friedland gave a brief overview of the Alert-SCC system issue. He told the group that
the County will no longer support the system and that cities will have to decide what to do.
Rick Kitson talked about the previous system and the transition to the County's Alert-SCC system. He
also talked about the difficulties with the Alert-SCC system and that the City will be looking into other
options. Rick will contact some vendors and invite them to a future meeting. Rick with also coordinate a
joint meeting with the TICC and the Public Safety Commission.
REPORTS
15. City of Cupertino
Rick talked to commissioners about the phone system and will coverage issues in the EOC. He
mentioned that the city is working on remedying these issues.
16. Mayor's Meetings with Commissioners
Commissioner Friedland attended the Mayor's meeting and reported that the Commissioners inquired
about getting more interactive feedback on their workplans. The commissioners were encouraged to
contact the individual Council members about this possibility.

17. Review Activities Calendar
The Commissioners reviewed and updated the Activities Calendar.
18. Review Action Items List
The Commissioners reviewed and updated the Action Items list.
