Adjourned Regular Meeting
October 26, 1996
ROLL CALL
Mayor Burner called the meeting to order at 8:40 a.m. at the Quinlan Community Center, 10185
N. Stelling Road.
Councilmembers present were: John Bautista, Michael Chang, Wally Dean, Lauralee Sorensen,
and Mayor BurneR. Councilmembers absent: None. Staff present: City Manager Don Brown.

NEW BUSINESS
1. Review 1996/97 City Council Goals Progress.
The City Manager reviewed the written progress report on the City Council 1996/97 goals.
Comments were provided by council members that will be included in the revised draft of the
goals report.
2. Overview of capital expenditures.
The City Manager provided the council with a summary of current and projected park
dedication expenditures. This summary shows that, based on current assumptions, the total
expenditures and total revenues will come close to balancing over the long term build-out of
the community.
The City Manager provided a "preliminary draft" of the city's financial condition as of June
30, 1996, based on the preliminary audit work. Based on this preliminary report, the city's
financial condition has improved by approximately $2,791,000. A significant portion of this
improvement should be considered cyclical or one-time impacts that will not continue from
year to year.
3. General Plan land use.
Mayor Burner made a presentation to the council regarding his intention to request the city
council to begin a review of the land use intensities of the General Plan, with particular focus
"- on how realistic the plan is regarding the Tier-2 office and industrial growth. This matter
will be placed on a regular city council meeting agenda for further discussion and decision.

4. Discuss. executive management transition.
The City Manager reported that over the next 3-plus years several key executives will reach
their "normal retirement age". While there are no firm retirement dates, it is prudent to begin
thinking about the importance of a transition plan. The city manager reported that Cupertino
is in a position to attract highly qualified applicants because of the city's reputation. There
may, however be some built in disincentives to attracting these applicants. Two areas were
mentioned: 1.) Cost of housing; and 2.) Vacation and leave policies. The city manager will
develop specific recommendations and provide the council with information on how other
cities deal with these issues. A summary of the City of Sunnyvale housing assistance policy
was provided as an example.
The city council also was provided with a historical review of the transition and succession of
mayors and vice mayors in anticipation of the November 13, 1996, swearing-in ceremony.
5. Closed Session, personnel evaluation of City Manager (Govt. Code Sec. 54957.6, labor
negotiations).
The city council adjourned to closed session to review the personnel evaluation of the city
manager.
