BACKGROUND The City Council adopted Resolution 07-016, which set the voluntary expenditure limit at $1 per registered voter as of the beginning of 2007, rounded off to the nearest thousand dollars. This was done under the assumption that the number of registered voters would be the same or greater than in previous years. However, the actual number of registered voters on January 2 was 24,430. The drop in registered voters can be partly attributed to a recent purge of the voter registration rolls, which removed those people who did not vote in the last two federal elections (8 years) and did not respond to the preferred-language questionnaire. This is done by the County Registrar after each statewide election, and it resulted in a countywide reduction of 60,000 voters. There is also an ongoing purge by the Secretary of State's Office based on change-of-address forms filed with the Post Office. The result was an expenditure limit of $24,000 for the 2007 election, which is $2,500 less than the limit set for the 2005 election. These are the number of registered voters in Cupertino numbers from prior years. (October was chosen because there is a formal report published after each registration deadline).
