Regular Adjourned Meeting
Febmary 24, 1996
PLEDGE OF ALLEGIANCE
Mayor Burner led the Pledge of Allegiance and called the meeting to order at 8:35 a.m. in a
meeting room at the Courtyard by Marriott, 10605 North Wolfe, Cupertino.
ROLL CALL
Council members present: John Bautista, Michael Chang, Wally Dean, Lauralee Sorensen
and Mayor Don Burnett. Council members absent: None. StatTpresent: City Manager Don
Brown; Facilitator: Oreg Wright
ORAL COMMUNICATIONS
None.
COUNCIL GOAL-SETTING
The following Goals were developed for 1996/97:
A) Foster a Sense of Community
· Explore ways to positively impact youth - particularly junior high
· Initiate community dialogue on Cupertino's future; industrial land use mix - grass
root sense of community goals
· Determine a way to advance "diversity/acceptance" issue in the community
· How do we create message of zero tolerance for racism/hate crime?
· Fourth of July decision - $10,000 from Council (loan)
B) Ensure Land Use compatible with community character
· Stevens Creek Plan define and implement as soon as possible
· Initiate community dialogue on Cupertino's future; industrial land use mix - grass
root sense of community goals
· Economic development
· Adopt a plan
· Clarify policy
· Incentives to attract and retain
· Infrastructure to attract and retain
· Communicate
· Broker

C) Protect Public safety
· Neighborhood safety increased by neighborhood watch and disaster preparedness
· Make available crime data system to City Hall
· Get to West Side station
· Validate the data
D) Enhance Services
· Explore process for a library
· Solve the Kaiser lunar dust problem
· Begin planning for Senior Center expansion
Median maintenance (try same principle as used in parks)
· Work toward people friendlier street system
· Look at the Interconnect
· Solve the shopping cart issue
· Temporary sign ordinance/time limit - work with chamber
· Replace trees in Vadan Park
· City pull out, city buy, city plant
E) Ensure Financial Health of the Community
· City reserve analysis - approach to reserve, debt control, investment
· Economic development
· Adopt a plan
· Clarify policy
· Incentives to attract and retain
· Infrastructure to attract and retain
· Communicate
· Broker
· Address the Oaks and Vallco and the Marketplace (key shopping centers)
· Explore selling the water company
CLOSED SESSION
City Attorney Kilian joined the City Council meeting at 12:00 noon.
At 12:10 p.m. Council recessed to a closed session to discuss pending litigation pursuant to
Government Code Section 54956.9(a) - City of Cupertino v. Dean Witter Reynolds, et al.,
Santa Clara County Superior Court Case No. CV746356; and City of Cupertino v. E. Stephen
Haze, et. al., Santa Clara County Superior Court Number 712202.
At 1:30 p.m,.Council reeonvened. The City Attorney announced that direction was given to
the negotiators along the lines discussed in closed session. No action was taken.

CLOSED SESSION FOR CITY MANAGER EVALUATION:
The City Council adjourned to closed session at 1:45 p.m. for the purpose of the City
Manager's Evaluation.
The City Council reconvened at 3 p.m.
ADJOURN
At 3:10 p.m. the meeting was adjourned to Monday, March 4, at 6:15 p.m., in Conference
Room A to conduct interviews for the Telecommunications Committee.
