11. Rancho Rinconada Neighborhood Park DEPARTMENT OF PARKS AND RECREATION CUPERTINO CITY HALL 10300 TORRE AVENUE. CUPERTINO, CA 95014-3255 TELEPHONE: (408) 777-3110. FAX: (408) 777-3366 Agenda Item No. J.L MEETING DATE: June 19,2007 SUBJECT Accept the Parks and Recreation Commission's Rancho Rinconada Neighborhood Park conceptual design recommendation. BACKGROUND Pursuant to the Council's work program, the Parks and Recreation Commission worked with Rancho Rinconada residents to develop a conceptual design for the proposed neighborhood park. Neighborhood workshops were held in April, May and June and additional input was gathered through a special project link on the city's website. At the first neighborhood meeting, about 25 participants worked in teams to plan the park and at the end ofthe exercise, the amenities common to all groups' plans were assigned a high priority. Shade trees, picnic areas for neighborhood gathering and play equipment for children were among the common elements. There was agreement that the park should serve, and be interesting to, all ages. The Landscape Architect generated three alternatives (Options 1-3) for the residents to review and comment on, and about twenty attended the May Parks and Recreation Commission meeting to offer additional design input. Finally, the Landscape Architect generated Option 4 to capture as much of the real time and on-line input as possible. On June 7, 2007, the Parks and Recreation Commission considered the Landscape Architect's Option #4 and recommended it to the City Council with two modifications: · A small restroom should be added to serve the park and trail, and · The half court basketball court should be made more versatile with sleeves for installation of basketball or volleyball equipment and striping for additional games such as 4-square. The attached "Option #4" drawing has been revised to reflect these recommendations. June 4, 2007 Page 2 of2 DISCUSSION: Also attached is a spreadsheet prepared by the city's Webmaster including the comments gathered through the website and drawings of Options 1 through 3. The Commission considered the on-line comments as well as the comments received at the meeting in making its recommendation. The appropriateness of the restroom was debated; one resident in particular felt it should not be included. In its discussion, the Commission mentioned the San Tomas Aquino Trail and Council's plan to extend it through the County property along Lawrence Expressway. The Commission recommended the restroom as a good investment, since the park is on the trail. Comments received through the website expressed concern for the neighbors next to the park. The house closest to the park is buffered by a native plant garden and the house adjacent to the trail enjoys a deeper setback. Never the less, the Landscape Architect proposed the play court but paved with resilient surfacing to deaden any sound of balls bouncing. The draft minutes of the June 7, 2007 Parks and Recreation Commission meeting are attached. FISCAL IMPACT: The construction of this park is budgeted for the coming fiscal year. If the Council approves this conceptual design and adopts the proposed budget, preparation of construction documents for bidding the project can commence after July 1. RECOMMENDATION: Accept the Parks and Recreation Commission's recommendation for Rancho Rinconada Neighborhood Park conceptual design. Respectfully submitted: Approved for submission to City Council: '------? /fL_ fIlL Therese Ambrosi Smith, Director Parks and Recreation Department ~ David W. RESIDENT'S ON.L1NE SURVEY RESULTS N.me DeaignOptiolComments I Nan Lee Opt~n1 I I I Gary Christiansen Opt~n3 I prefer option #3 as there are already too many )LlYBmles playing in or near the streets WIth those portable baskelball backboards seen In so many dnveways. I am also concerned about the extension of the creek trail, which I live al009 and what wll be done lt1ere to discourage future homeless encampments and the taggers thai proliferate the sound walls sandra~aton Opt~n2 I I Michael Gibson Opt~n3 It \\fill be nice to have a park there wtlic:h ever desil,tl is chosen. It is hard to believe that you can get all ofvdlat is planned Into that lot. I , Erika Ricketts Opt~n1 I like thiS design best The lawn area in front will be cooler aoo more quiet than a blacktop basketball coor!. The play areas are generously designed. juliejoyce Opt~n2 Yes, I chose this as the lesser 013 eVils. I am really in favor 01 Option 4, which is leave it natural I Y<<luld also like to po nt oul that1l1ere IS a basketball hoop at the pooll'kllch no one ever uses, Paishan Wu Opt~n3 I Jack Ollila Opt~n1 I hope there v,tU be no parking in lront 01 the park. Thanks I HanaHuaLi Option1 There arent have any tennis court in our neighbomood. Please, make us a tennis court. Evelitza Reyes Option1 Gerald Slelllback Option1 I beheve 1I1e parte. size is 100 small lor a dedicated 'Play Lawn' area for volleyball. t implies that a substantial portion of the park \\Ould be consumed by the first small group 01 people to set l4J a net I suggest you NOT put in net posts and la'M'l markings for a specific purpose. just leave it open for general 'play'. Could you also do something 10 effectively shi John Reinert Opt~n2 I like the option of having the Bocce Bal court lor adults. I I I qian yao Option1 I prefer option 1 and option 2. I dont think we need a basketball court, since we can access to basketball courts in the public schools nearby. I am hoping the park 'Nill emphasIs on the need for young children, since there is no children play area nearby. I like the idea of having a satty gate in fronl 01 the park. It w::luld be better if the park is locked after 10pn Mik.Kury Opt~n2 r'd like to see picnic tables added to design -option 2 I I I Eric Chen Option 3 I I I I I I EricMlXWll1I Option 3 I thought all three were really good deSigns however, the basketball court sealed the deal for me. I I Anit. Gyojin Ch.~in Opt~n3 Many of us have dogs, CQuld there be a small fenced area where a few oogs could playoff leash? There could be limitations (e.g., some beaches al Santa Cruz are opan to dogs only during certain hours) Maybe it could be restricted to a set number of dogs at anyone time or there could be set times lor small dogs and large dogs. It 'M1uld be oondBrfu to TW Option 3 T Bnnis court preferred over baske1ball. Dont want bocci ball court Children s playground ~ shade a must. Picnic tables and BBQ pits preferred. John Earley Opt~n2 Ellen Lovelady Opt~n3 I , pickering Opt~n3 trees tables, plumbing lor water fountain? Roger Wang Opt~n3 I I I lwen Chen opt~nl Mike Rogerson Option 3 ~ possible, it might be a good idea 10 be able to use the basketball ha~-court as a street-skating area as well. Monica Ranes-Goldberg Option2 Bocce 8all area \Wuld be IMJnderful I Kent Marshall The 'pocket park' is going 10 be justtnat. The Rancho Rmconada park issue that Il'ttluld like to speak to is the creekside trail and plantings along the Saratoga Creek running from the Recreatiorl Genler to Stevens Creek Blvd. Lots 01 effort to gel new seedlings planted looked pretty dismal the last time I took that walk All dried up, basically. And the trees FrancisSeid Option2 I Kathleen Seidl opt~n2 I I Denise Pinard opt~nl lori Clemmons Opt~n3 Good combination of basketball for the older kids (I often see kids playing basketball in the street) plus playground structures for the younger kids . good overall family-friendly design Any chance of titling a bathroom in any of the designs? Lime, Gilham Opt~n3 I I I I I I Gregory Shaw Opt~nl A 'Nater trough/wet sand pit should be incorporaled into any toddler/child zone, for waterf"mud' play. Kids flock to thiS sort 01 feature whenever offered See Kiely Park, Palo Alto Zoo p ay\1Ound, Oak Meadow Park at Vasona, Johnson Park. 'Nature Path' could easily be sacrificed il some readjustment could filthe bocce court near the street. The nature path manishbhatia Opt~nl Grass area is beller than the basketball idea in option 3. Grass area in the front 'hill ensure the grass is wall maintained. Beller 10 have the s'hings and merry go rounds set back toward Ihe creek, rather than close to the trafficfentrance. Sincerely, Manish Bhatia, Barrington Bridge resident I John Atchison Opt~n3 Does it Include bathrooms and lightmg? Basketball is the most important thing in the new park....anyone can do it and any number of players can do it Please have the norma other stuff, tables, lights, bathrooms, waterfoundtalns Please have access until 1 0 00 PM. I John Atchison Opt~n3 ThiS webpage gave me problems, I resubmitted to make sure my adciess was entered. I I I Kayla Thomas I don't prefer any of these options. A playground lor children exists at the neighborhood schools I feel sony for the residents living next to and across the street form this proposed 'park" as they 'hill be subjected to noise and traffic, I also believe thai there..;1I be more of a 'safety' issue 'hith more people (and children) crossing the street to get to the park. 0 Magan Kal2 Opt~nl Regarding the Rancho (RONONADA???) Design I personally don't recall being asked kl vote on whether Rancho residents even wanted a park. I remember years ago talk about creatng a park. that could be used by allan the scope 01 Serra Park in Sunnyvale. I Dave Mellen Oplion3 All the deSigns were good. I preferred option 3. More grass was good, and gives a greater variety of options for more age groups. I like the game tables/arbor as a n ce visual separator. Having the play equipment in front \VOuld require some type of lovw fence a ong the front. Wonder if the game tab es could be used a picnic tables for a bbqlsmall group gath AshokSelt1i Option1 I I PattiConens Oplion3 I'm in favor of the haW-court basketball court Basketball can be played by just aboul everyone, from small children to adults. All that is needed is a basketball Having the court oould allow Just one person to play, somelhlng that most other sports can1 say, up to IW:l teams of fIVe plus subs Keep the basketball court in the new park! The park should be na pickering i previously thought 3 was good but a basketball court is way too noisy t wil drive the neighbors crazy I I pickering Oplion1 opbon one is best by far I I I I Alicia Remmers Opt~n2 Ilt1mk lt1e only thing thai could improve this design would be to include the Nawe Plant GardBf1 from design 3 or 1 I I I Ralph Brunner Option2 I I I Helen Kim Option1 Option 1 offers the best 'play value" for tl1e neighborhood, L Ke ttle combination of large front lawn area for unstructured activities, passive/shaded seating areas, trail 5, play eqUlpments, connection to the trail and clear visibility from all sides. Hope to see the Evos play equipment in the new park JanMiller Option1 I I I Glenn K. Windham I am concerned that building a park here y,oo!d be unfair 10 the homes located on either Side of it The park w::luld produce more noise than what was there when the homes were purchased, The addition 01 trees along the property line may decrease the noise b I Michael Pollock Option2 I I I , Julie Bisch-Pollock Option 3 Since site is so near the creek: I prefer oplion 3 wlth the Nabve Plant Garden that would act as a buffer zone/educational opportunity between creek and children s play area. + "Link 10 oorld beyond'. 'Gaming tables' could encourage Lunchbme desination picnics. 1/2 basketball court not needed however as there are courts at Seg'Nick Elementary- Hard surf The Barnes Family opt~n2 We do not think we 'hill use the bocci ball courts. Do not wanl any basketball or tennis courts. Like the game table idea. Need a BBO & bathrooms, A water feature lMJuld be nice. Dogs must be welcome. When is the next meeting? I Peter Wang Oplion1 Option 2 seems 10 use the space the best, however couple of questions: 1, v.tlat is the surface for bocce ball court? 2 Are there going to be shade for the game lable in the middle? Option 1 is good WIth open space I Farah Merchanl Option 3 I I , Annedore Kushner Opt~n2 , I RESIDENT'S ON.L1NE SURVEY RESULTS ong the creek now. I walk the present trailsBveral times a week and see no presence of enforcement at all. I Id the back.end view of LalM'ence Expressway - the park 'M)uld be muct! more intimale if one didn~ see traffic whizzing by. As this is a 'walk to' park, I would suggest strictly prohibiting things thai W'Juld best be done at home - such as barbeque equipment which makes a mess. P ARKS AND RECREATION COMMISSION CITY OF CUPERTINO REGULAR MEETING THURSDA Y, JUNE 7, 2007 1. CALL TO ORDER Chair Bradford called the meeting to order at 7:05 pm at the Rancho Rinconada Recreation Center, 18000 Chelmsford Dr., Cupertino, CA. 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL Commissioners present: Jeanne Bradford, Derek Chen and David Lee Commissioners absent: Roger Peng - for medical reasons. David Greenstein Staff present: Also Present: Therese Ambrosi Smith, Donna Henriques Bruce Hill, Hill Associates, Landscape Architects Note: Commissioner Bradford moved one of the New Business Items ahead on the agenda and introduced Donna Henriques as the new Administrative Assistant to Therese Ambrosi Smith. 4. MINUTES OF PREVIOUS MEETING A. The minutes of the May 3, 2007 were unanimously approved. 5. ORAL COMMUNICATIONS - Resident Pat Bustamante displayed archived maps of the Tantau Ranch and surrounding areas. 6. OLD BUSINESS A. Rancho Rinconada Park discussion Option 4. 1. Landscape architect Bruce Hill presented a conceptual plan of Option 4 as a combination of the most popular features of Options 1, 2 and 3 as determined by the online resident's poll and comments received at the May meeting. Bruce and Therese also addressed the idea of installing a restroom on the park premises. The poll revealed some support for a restroom. 2. Commissioner Bradford asked the residents in attendance, to join the Commissioners at the table for viewing of Bruce's conceptual plans. 3. Bruce made the following comments: . Low fences surrounding the grass area to prevent children from running into the street. They can have roses planted to grow on the fences. They can be separate offset sections of fence or have swinging gates. . The surface of the basketball court is a soft resilient surface similar to the surface at Wilson Park. Bruce can put various game designs on the surface like, hopscotch and foursquare so that children will have access to playing games other than basketball. The soft surface will also reduce the sounds of a bouncing ball on the court. . Square picnic tables can have chess and checkers games inlaid in the tabletops. Permeable pavers will be place under the tables. . Bruce displayed a few options as to the placement of the bathroom. It seemed best to have it along the trail and under the tree line, with good visibility for law enforcement patrol. B. Commissioner Bradford asked the Commissioners for their comments on Option 4. 1. Commissioner Chen said he thought that it was good to incorporate Options 1 and 3 into Option 4 and he felt that it adequately satisfied the resident's requests. He also liked the idea of adding a bathroom. 2. Commissioner Lee said that Option 4 factored in the safety concerns and he also likes the idea of installing a bathroom. C. Commissioner Bradford thanked the residents for coming together and agreeing on how to create a park that the community and residents would all enjoy using. She asked about parking and Therese Smith said that parking would be on the street. Commissioner Bradford also said that she likes Option 4 as a compromise for multiuse that would serve as many residents as possible. She also asked if the bathroom could be added at a later date and Therese said that it could, however, the park project is funded in the proposed budget and that the money may not be available later. MOTION: Commissioner Chen moved to recommend the Option 4 park design to Council with the resilient surface basketball court to have other games added for multiuse, and to include the installation of a bathroom in the park. The motion was seconded by Commissioner Lee and passed 3-0. 7. NEW BUSINESS A. Commission decided to cancel the meeting on July 5, 2007 due to the July 4th Holiday. The next Commission meeting will be on August 2,2007. 8. MISCELLANEOUS - NO ACTION REQUIRED A.
