I understand that Central Coating is scheduled to installaa°n ewli i�foain rgRfeover the existing roofing,
and that the foam will extend up onto the surrounding parapet walls. Apparently, Building Inspectors
from the City of Cupertino requested an examination of the conditions by a Structural Engineer and
a statement indicating compliance with CBC Sections 1515 and 1516 in Appendix Chapter 15.
The subject building is rectangular in shape, two-stories i o be primarily of
wood-framed construction. The roof structure is framed w yw0, 's a ver 2x joists and
solid-sawn and glue-laminated beams. The entire roo is rcoprroego parapet wall of
approximately eight feet in height. _
As you indicated, the City is requiring demonstration of compliant witn Sections1515.1.1 through
1515.1.6. My observations regarding each of these sections are lis d below:
1515.1.1: Roof structure sufficient to sustain weight of added roofi g
I observed the entire roof area above the roof and one sample area of roof framing from below
the roof at the access hatch area. No signs of excessive deflection, overstress or other distress
were apparent. The roof structure seemed to be quite firm. According to Mr. Foster, only one
layer of roofing (3-ply built-up roof with cap sheet — no gravel) exists at this point. Please note
that no structural calculations have been prepared for the roof structure as part of this
examination, although the sizes of the structural roof members observed appear to be of
proportions that would generally be consistent with their particular loading and spans. Based on
the apparent good condition of the existing roof, and the fact that installed weight of the foam
roofing is less than one pound per square foot, (1.0 psf), it appears that the existing framing
could readily sustain the added weight imposed by a new foam roof.
1515.1.2: Roof deck structurally sound
During my examination I walked over the entire roof area, including those near the roof drains
and overflows. No "soft" areas were observed. Based on the framing as specified in the item
above, and the apparent firmness of the roof in general, the deck appears to be quite sound.
1515.1.3: Roof drains and drainage sufficient
• The roof slope appears to be quite sufficient, approximately 'W per foot, which is considerably
more than the average slope I have found on similar buildings in the recent past. There are no

signs of past ponding or other indications of standing water. The size of the roof drains and
overflow appear to be consistent with Code requirements based on the respective areas served,
although calculations for this were not performed. I understand that the drain/overflow troughs
• will be reworked as part of the reproofing, including examination for possible decay in the
surrounding framing. I did notice that the cages for the drains are not in place. The cages
should be replaced and secured as part of the reproofing. The drains and overflow leaders
should also be checked to ensure that they are not blocked.
1515.1.4: Existing roof secured to deck
For the most part, the existing roof appears to be sufficiently adhered to the deck. There are
several locations where transverse blisters have occurred. I understand that as part of the
reroofing, these areas will be cut, flattened and secured back down to the deck before
application of the new foam roof. As long as these isolated areas are corrected as indicated, the
existing roof should be considered securely attached to the deck.
1516.1.5: Existing insulation is not water soaked
The insulation was observed to be laid on the ceiling of the second-floor space, approximately
one to two feet below the roof. The entire area of the building was not examined, but the area
observable from below the roof showed no signs of water in the insulation. Any visible signs of
water leakage from below the ceiling should be investted=tq reatgr has not

1515.1.6: Fire-retardant requirements maintained
The installation of the foam roofing will not affect any of the building's fire-retardant properties.

In addition to the conditions noted above with regard - e=speclf. _ tions, I made other
observations that should be noted. These are as follows:
1. Steel "bondarized" flashing has been installed along the top 1W of the inside of the parapets,
all around the building. This flashing is prepared to receive and bond with the foam roofing.
In addition, the galvanized flashing around the louvers and electrical panels on the inside
face of the parapets will be acid etched to ensure bonding of the foam thereto.
2. Steel flashing will be installed under the mechanical units supported above the roof. The
foam roofing will be installed onto the flashing, providing a mechanical separation between
the foam and the vibrating equipment curbs.
In general, I observed no conditions that would preclude or should prevent the application of a new
foam roof on this building. Please feel free to forward this document to the appropriate Building
Department personnel for their review, and contact us if you have any questions.
