19. Metropolitan Transp. Pavement Mgmt. Program CITY OF CUPEIUINO PUBLIC WORKS DEPARTMENT Summary AGENDA ITEM /1 AGENDA DATE AU2ust 21. 2007 SUBJECT AND ISSUE Adopt a resolution authorizing the City Manager to apply for, accept, and appropriate up to $40,000.00 in Fiscal Year 2007-08 funding for the Metropolitan Transportation Commission's Pavement Management Technical Assistance Program (P-TAP) Round 9. BACKGROUND P- TAP provides Bay Area jurisdictions with assistance and expertise in implementing and maintaining a Pavement Management System, primarily using the Metropolitan Transportation Commission (MTC) StreetSaver software. To provide assistance for eligible pavement projects, P-TAP retains qualified consulting firms, with which successful program applicants are expected to work to complete the projects. P-TAP projects for Round 9 are divided into three categories: 1) Pavement Management System (PMS) projects, 2) projects that link a jurisdiction's pavement management program with its geographical information system (GIS), and 3) pavement design projects. Staff wishes to apply for a PMS category project to coincide with the City's periodic pavement evaluation schedule, whereby the City maintained streets are inspected and evaluated every two years. FISCAL IMP ACT The City is eligible for the maximum P-TAP project of $40,000.00. If the City's application is approved, the City will be awarded 80% of the project amount and will be responsible for supplying the remaining 20%, up to a maximum of $8,000.00, if the City's application is approved for the maximum P-TAP project of $40,000.00. Knapp City Manager DRAFT RESOLUTION NO. 07-144 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CUPERTINO AUTHORIZING THE CITY MANAGER TO APPLY FOR, ACCEPT, AND APPROPRIATE UP TO $40,000.00 IN FISCAL YEAR 2007-08 FUNDING FOR THE METROPOLITAN TRANSPORTATION COMMISSION'S PAVEMENT MANAGEMENT TECHNICAL ASSISTANCE PROGRAM (P-TAP) ROUND 9 WHEREAS, the Metropolitan Transportation Commission (MTC) is soliciting projects for funding under Round 9 of its Pavement Management Technical Assistance Program (P- TAP), which provides Bay Area jurisdictions with assistance and expertise in implementing and maintaining a Pavement Management System; and WHEREAS, the City of Cupertino maintains a Pavement Management System based on the Metropolitan Transportation Commission's pavement management 'program, which calls for periodic inspection and evaluation of the City maintained streets; and WHEREAS, the City of Cupertino wishes to apply for funding under Round 9 of P- T AP in order to help fund the cost of the next periodic inspection and evaluation of the City maintained streets; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cupertino that the City Manager is hereby authorized to apply for, accept, and appropriate up to $40,000.00 in Fiscal Year 2007-08 funding for the Metropolitan Transportation Commission's Pavement Management Technical Assistance Program (P- TAP) Round 9. BE IT FURTHER RESOLVED by the City Council of the City of Cupertino that as part of this authorization the City Manager may supply 20% of the project funds, up to $8,000.00, for a City project approved for funding under P- TAP Round 9.
