Consider streamlining Administrative Procedures of Recruitment Sources and Outreach.
BACKGROUND
In June of 2003, the City's Human Resources (HR) Division was directed to expand its
recruitment efforts to announce and advertise regular (benefited) job opportunities. At that time,
it was felt that the City could do an even better job in outreaching to diverse groups. As a result
of that decision, recruitments were advertised in a wide variety of publications as shown on
Attachment A. This provided a large outreach, but increased the recruitment timelines given
numerous publication deadlines and produced no noticeable difference in the applications
received in respect to ethnic mix.
In 2006, a new job venue was introduced to the HR arena called CalOpps. This Internet job
hotline is now being used by the majority of cities due to its ease and wide attraction to all
interest groups. It is known to applicants looking for government jobs as the primary place to go,
and Cupertino has been listing its job openings on this venue in addition to the others stated
above. With over 24 active recruitments now in progress, we need to use the best and most
effective tools at our disposal to run a good and timely recruitment process.
One of the great benefits of using CalOpps is the ease in obtaining recruitment statistics. Not
only can we receive a breakdown of race and gender of our applicants by job classification, but
the system can produce charts as well. By utilizing this information, we can follow the
effectiveness of our outreach efforts. For our 2007 regular/full-time recruitments, CalOpps
produced the following demographic results:

Based on these statistics, it has become evident that CalOpps is the best tool for recruitment
outreach, to be supplemented by specialized sources when a position warrants doing so.
Retaining the requirement to outreach individually to some of the smaller, ethnic venues does not
appear to add any positive results to our current recruitment process but does add more time and
money to that process. Weare therefore asking you to consider the streamlining of the existing
Administrative Procedure as it relates to recruitment resources. Our proposal is set forth in
Attachment B. We believe that by using the new list of resources, we can continue to reach all
ethnic groups in our recruitments and reduce the turn-around time so that our departments can
hire the most qualified individuals available as soon as possible.
RECOMMENDATION:
Staff recommends that the City Council streamline Administrative Procedures of Recruitment
Sources and Outreach by adopting Attachment B as our new recruitment resource guide.
