March 22, 1997
ROLL CALL
At 8:07 a.m., Mayor Bautista called the meeting to order in the Conference Room of the Quinlan
Community Center, 10185 N. Stelling Road, Cupertino.
City Council members present: Mayor John Bautista, Vice=Mayor Lauralee Sorensen, Councilmembers
Don BurneR, Michael Chang, and Wally Dean. Council members absent: None.
Staffpresent: City Manager Don Brown, Facilitator Greg Wright.

NEW BUSINESS
1. Review 1996/97 City Council Goals Report
The City Manager referred to the written goals update and provided additional comments.
2. Develop 1997/98 City Council Goals
The following general goals were developed by the City Council. A more detailed analysis and
work program will be developed by the department directors and managers and provided for City
Council review:
· Get the quarry dust problem resolved.
· Continue aggressive graffiti control program.
· Keep the Economic Development Committee going: Investigate redevelopmer~t.
· Step up enforcement of the.sign ordinance.
· Target specific opportunities for corporate sales offices..
· Implement items 1-7 from the Community Leaders & Teambuilding Workshop.
· Fund the Library "options and feasibility" study.
· Optimize the community benefit of the remaining office/industrial/commercial development.
· Increase the attention to the maintenance and care of street landscape medians.
· Evaluate shared School Resource Officer option.
· Keep abreast of the Kaiser tire burning issue.
· Develop a time line for the Senior Center potential expansion.
· Ensure that a computer security plan is in place.
- · Review the timing and funding for the Toyokawa 20th Anniversary.
· Get a work plan for the Teen Task Force.

3. Management transition discussion
The City Manager described the areas of concern for recruiting key management positions. These
include housing, vacation, and administrative leave. The Council authorized the City Manager to
submit specific programs to address these issues.
CLOSED SESSION
4. At 11:1 $ a.m. the Council adjourned to A closed session, pursuant to Govt. Code Sec. $4957.6,
labor negotiations, in order to conduct a personnel evaluation of the city manager.
At 1:00 p.m. the Council reconvened. No action was taken.
ADJOURNMENT
At 1:13 p.m. the meeting was adjourned.
