SUBJECT AND ISSUE
Consider the costs for the design, fabrication and installation of a sink with the necessary
cabinetry and amenities for the main level of City Hall in the administrative area at an
approximate cost of $40,000 from the City Hall Maintenance Budget.
BACKGROUND .
On June 19,2007, Council authorized the expenditure of up to $50,000 for the design, .
fabrication and installation of a sink on the main level of City Hall near the administrative area. .
In discussions with staff at the meeting, Council asked staff to report back to Council with the
anticipated costs of the work.

ANALYSIS
The current budget provides for a sink on the main level of City Hall.
The plumbing layout of City Hall is restrictive in that nearly all the waste lines and water service
lines are located at the east end of the building. This arrangement makes locating an ancillary
cabinet and sink impractical in any part of the building on the main level except in the City
Clerk's administrative area A suitable location has been identified that minimizes the number of
openings that need to be made into the wall and the concrete slab for plumbing connections.
Unfortunately, remodeling forty-year-old commercial building plumbing and electrical systems
is neither easy nor inexpensive.
Staff, as directed by Council, provides the following estimated cost breakdown for Council
consideration:

Staff has received a $25,000 proposal for the work from a contractor. Staff is proposing an
additional $10,000 be set aside as a contingency to pay for potential structural, mechanical,
electrical or plumbing problems that cannot be foreseen. Once the area of work is opened up,
the City will be obliged to bring up to code any non-compliant code item within that work.

Staff is prepared to give that cOntractor a notice to proceed if Council elects to go forward with
the work.
Finally, the proposal for the work includes the following appliances considered necessary for the
storage and maintenance of (ood serving and cleaningJtems:

. Sink, garbage disposal, and counter top meeting disabled access height and reach
requirements

Approval of this work will result in the additional expenditure of approximately $35,000 from
the City Hall Maintenance account of 110-8501-9300.
STAFF RECOMMENDA nON
. Staff affirms that the costs noted above for the installation oftbe .necessary cabinetry to sUpport a
sink with its associated plumbing and appliances are reasonable for the type and complexity of
the work described in the existing forty-year old City Hall and submits the information for
Council consideration.
