Backaronnd \.....- On July 24,2007, Sunnyvale's City Council adopted ordinance 2843-07 ordering the , submission of a prOposition of inCllI1ing bonded dept to the qualified voters of the C~ty of Sunnyvale at the general municipal election to be held on November 6,2007, for the purpose of the acquisition, construction ~d improvement of public library facilities. If approved by voters, the City of Sunnyvale will issue $108 million in general obligation bonds for design and construction of a new energy-efficient, green designed, environmentally sustainable library to support Sunnyvale's growing population and will upgrade and expand the Sunnyvale library to provide enhanced educational oppOrtunities for local children and . students, to support an increase in the library's collection of books and other materials, to ensure adequate reading space and expanded computer, space for seniors, children and the general public. On Tuesday, September, 25, 2007 the Sunnyvale CitY Council voted to support Measure B ballot measure on the November 6; 2007 ballot. The Sunnyvale Public Library hasn't been expanded in over two decades. It is overcrowded, aging and unable to provide all the services the community needs. There is no space to expand the collection (forcing staff to discard .old books as fast as new ones are purchased), no space for after-school or children's programs, and no space for added computers" tutoring or community meetings. The administrative area is overrun with books waiting for empty shelf space that simply doesn't exist. '--' Sunnyvale's 47-year-old building cannot support a modem infrastructure--Intemet wiring, I , modern plumbing, or proper heating and ventilation. The turrent library does not and cannot provide the Internet access and services which students and seniors need. The building can simply no longer be patched and mended to safely support the needs of Sunnyvale's residenfj.. 1 Measure B will ensure the new library will have twice as much space for programs and collections. It will be bullt to the highest "green'! building standards (L.B.B.D. certified platinum and carbon neutral)--making it one of the greenest buildings in Sunnyvale and one of -/. the greenest librarjes in the state. Equally important, Measure B provides the best opportunity to secure the pel'IIlanent location of the Charles Street Gardens at its current site. The gardens operate today under a city lease, which will expire in three years. Just imagine.the possibility of a library where patrons can check out a book; wander right out into the gardens and read and watch the' gardeners at work! Measure B is a smart plan. The city held some 15 public forums over 18 months, gathering input from hundreds of residents, the Charles Street Gardeners and experts in library design before finalizing Measure B. The resUlt was a plan that is so well received that not a siIigle perso~ placed an argUment against Measure B on the ballot--not even the author of the earlier criticism. Recommendation Cupertino's Legislative Review Committee unanimously supports Sunnyvale's Measure B and requests the Cupertino City Council take a favorable position of support on this measure.
