CC 12-11-98 MINUTES Cupertino City Council Regular Adjoumed Meeting Friday, December 11, 1998 ROLL CALL Mayor Dean called the meeting to order at 8:40 a.m. at the Blackberry Farm Retreat Center, 21975 San Femando Avenue, Cupertino. City Council members present: Mayor Wally Dean, Vice-Mayor $ohn Statton, and Council members Don Burnett, Wally Dean, and Sandy James. Council members absent: None. Staff present: City Manager Don Brown, Community Development Director Bob Cowan, Planner II Vera Gil, Public Works Director Bert Viskovich, and Administrative Services Director Carol Atwood. ORAL COMMUNICATIONS - None COUNCIL WORKSHOP 1. Briefing and review of the city's Affordable Housing Program. Bob Cowan and Vera Gil provided a briefing on the City's affordable housing programs. John Statton reviewed a memo that had been distributed at the meeting outlining some additional affordable ownership programs as well as priorities for public sector employees qualifying for such a program. There was consensus by the city council to not pursue an in-lieu payment from the Diocese affordable units, but to amend the teii~x of their affordability from 30 years to 99 years, and to make the priority for ownership public sector employees who are employed in a Cupertino public agency. It was agreed that the city would pursue regional cooperative efforts (SVMG, JV/SV) to identify additional funds for both our low-income rental and moderate income ownership programs. Mary Ellen Cheil of Cupertino Community Services suggested that the council and stafftake a look at the issue of single wage earners qualifying for these programs. Her concem was that there are a lot of families with two wage earners who are struggling to afford housing, and that they should have priority over those where one potential wage earner elects to stay home. ACTION: The council unanimously agreed to direct staff to pwceed with the three "Amendments to Existing Programs" as outlined in Bob Cowan's December 11, 1998, memorandum. December 11,199g Cupertino City Council Page 2 The council also agreed to a task force of council/Affordable Housing Com_rnittee/staff to pursue the details of the above discussed programs. Recommendations would be made to the housing committee for initial review and recommendation. 2. Cupertino Civic Center/Library expansion project A. Review of preliminary plan, site plan, and elevation plan B. Presentation of alternative uses for existing library building C. Authorize next phase of preliminary design ACTION: The city council unanimously authorized approximately $23,000 for Task 2 - Preliminary Plans based on their review and general acceptance of the Conceptual Plans. Further details will be needed prior to identifying specific uses for the existing library building. ADJOURNMENT At 10:40 a.m. the meeting was adjourned. City Manager Note: The Council meeting of December 21 has been cancelled. The next meeting will be on Monday, January 4, 1999.
